HomeMy WebLinkAboutPR 22112: CHANGE ORDERS #4 THRU #7 FOR REPAIR OF SEVEN PUMP STATIONS City of " 0, , rthu Texas www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: August 23,2021 To: The Honorable Mayor and City Council Through: Ron Burton, Interim City Manager Kandy Daniel, Interim Finance Director From: Clifton Williams, Purchasing Manager RE: P.R. 22112—Change Orders #4 thru 7 for Repair of Seven Pump Stations Introduction: The intent of this agenda item is for City Council's approval of Change Orders #4 thru 7 to Triangle Rotating Equipment Specialist (TRES) in the decreasing amount of $49,445.12 for Repairs to Seven Pump Stations. The new Contract total is $635,402.62. Background: On February 18, 2020, City Council awarded TRES the contract to repair seven Pump Stations for the amount of$655,581.97 with Resolution 20-051.We submitted to the contractor in phases. The 1st phase consisted of 3 of the pump stations which totaled$143,522.97. Resolution 20-211 was a change order in the amount of$7,211 for Gulfway Underpass Pump Station in Phasel. Phase 2 is the El Vista Pump station which was awarded for $151,000. Resolution 21-109 was the second change order for the rental of the pumps while the new pump and motor were being delivered. Once work began to repair the Golf Course Pump Station 1 in Phase 4, it was determined it was better to replace pump rather than repair it. The additional cost will be $10,650. Resolutions 21-109 was miscalculated for the additional rentals at El Vista. Pump Station due to some pumps at Montrose running at the same time at Montrose and a mix up in pricing. El Vista is an additional$3,487.88 and Montrose Pump Station is an additional$44,464. These additional months were due to delays in delivery for Montrose and waiting for Precision Pump to install new motor and pump at El Vista Pump Station. Montrose also had additions for elevation of gear box to avoid flooding., and reductions for aluminum garage door that the City "Remember,we are here to serve the Citizens of Port Arthur" 444 4th Street X Port Arthur,Texas 77641-1089 X 409.983.8182 X FAX 409.983.8294 had Overhead Door install, the steel guard rails which were done when STI repaired the screen, and the access road that the City crew repaired. El Vista contract days extended 303 days and Montrose extended 305 days. Gulfway Underpass Pump Station had to rent pump due to delivery delays because of covid. That cost is $3,436. Drainage stated they do not need Landfill Pump Station. It does not give any relevant help with drainage. Budget Impact: Amount is charged to the Hurricane Harvey Account # 147-07-015-8515-00-40-000 Project #DS2617. Recommendation: It is recommended that the City of Port Arthur City Council approve PR 22112 authorizing Change Orders#3 thru 7 with TRES of Orange, Texas decreasing the contract $49,445.12. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NUMBERS 4 THRU 7 TO THE CONTRACT WITH TRIANGLE ROTATING EQUIPMENT SPECIALIST OF ORANGE, TEXAS FOR PHASES 1 THRU 4 IN THE DECREASING AMOUNT OF $49,445.12 FOR DELETION OF LANDFILL PUMP STATION AND ADDITION OF RENTALS FOR A NEW CONTRACT TOTAL OF $635,402.62 AND EXTENDING CONTRACT 327 DAYS FUNDING IN HURRICANE HARVEY ACCOUNT NO. 147-07-015-8515-00-40-000, PROJECT NO. DS2617 WHEREAS, on February 18, 2020 per Resolution No. 20-051, the City Council approved a contract with Triangle Rotating Equipment Specialist (TRES) of Orange, Texas for the repair of seven (7) drainage pump stations, for a total of $655,581.97; and, WHEREAS, the seven (7) locations were given out in four (4) phases and TRES is currently in Phase 4, which totals $150,333 for Golf Pump Station 1 and the Landfill; and, WHEREAS, Change Order No. 1 for $7,211.20 was awarded per Resolution No. 20-211 on June 23, 2020; totaling $150,734:17 for Phase 1 with a new total of $662,793.17 for all seven locations; and, WHEREAS, Change Order No. 2 for $11,404.57 was awarded per Resolution No. 21-109 on March 16, 2021; totaling $162,404.57 for Phase 2 with a new total of $674,197.74 for all seven locations; and, WHEREAS, Change Order No 3 for $10,650.00 was awarded per Resolution No. 21-281 on July 13, 2021; totaling $161,650 for Phase 4 with a new total of $684,847.74 for all seven locations; and, WHEREAS, Change Order No. 4 (Exhibit "A") is for an additional cost of $44,464.00; totaling $255,190 for Phase 3 with a new total of $729,311.74 for all seven locations and an additional 305 days due to waiting for the new pump and motor to be installed by Precision Pump; and, WHEREAS, Change Order No. 5 (Exhibit "B") is for an additional cost of $3,436.00; totaling $154,170.17 for Phase 1 and a new total of $732,747.74 for all seven locations; and, P.R. No. 22112 08/23/2021 CEW3 Page 2 of 3 WHEREAS, Change Order No. 6 (Exhibit "C") is for an additional cost of $3,487.88; totaling $165,892.25 for Phase 2 and a new total of $736,235.62 for all seven locations and an additional 303 days due to delay in delivering parts due to COVID; and, WHEREAS, Change Order No. 7 (Exhibit "D") decreases the contract by $100,833.00; totaling $60,817.00 for Phase 4 and a new total of $635,402.62 for all seven locations and decreases the contract term by 30 days. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That, the facts and opinions in the preamble are true and correct. Section 2. That, the City Council herein authorizes the City Manager to execute Change Order Nos. 4 thru 7 with Triangle Rotating Equipment Specialist of Orange, Texas, for Phases 1 thru 4 decreasing the total contract amount by $49,445.12 to a new contract total for all seven locations of $635,402.62, copies of the Change Orders are attached hereto in substantially the same forms as Exhibits "A"thru "D". Section 3. That, a copy of this caption be spread upon the Minutes of the City Council.
