HomeMy WebLinkAboutPresentation (3) 46th Street Lift Station46TH STREET LIFT STATION Donnie Stanton Acting Director of Utilities WHAT HAPPENED On July 28th a portion of the force main burst inside the dry pit of the 46th Street Lift Station This lift station services the area from Hwy 73 to FM 365, between Twin City Hwy and Hwy 69. All electrical and controls were submerged All dry pit motors were submerged Sewer was overflowing from the station and discharging into DD7 outfall EMERGENCY AUTHORIZATION Emergency authorization for assessment, bypass pumping, and repair of failed pipe inside the lift station was given by City Manager due to potential threat to public health and safety Competitive pricing was sought on this initial phase between Allco and Brystar. Allco had the best price. Initial estimate of repairs and bypass pumping was $300,000, based on known conditions at the time. TCEQ TCEQ was notified of the conditions immediately Proper notification was made to the Public as required by TCEQ Health danger was mitigated with assistance of DD7; they built an earthen dam in the outfall ditch. This allowed the wastewater to be impounded so chlorination could occur (detention time reduced odor and potential health hazard). PLANS VS. REALITY Conditions of pipe were much worse than estimated. Allco had to tie the bypass in to the first good section of pipe, 200’ away. The ductile iron pipe was corroded around the lift station and had to be replaced. The affected sections inside the lift station, and also the section penetrating through the wall, had to be replaced. PRESENT ESTIMATE OF REPAIRS Rotten pipe (inside lift station and 200’ of force main) Pumps (bearings replaced) Motors (cleaned, re-wired, new bearings) Bypass pumping longer than planned Controls being renewed, wiring changed Present estimate for total repairs may approach $900,000 THE BRIGHT SIDE Renewed piping where pipe was failing. Renewed controls Renewed Pumps Renewed Motors Emergency bypass apparatus built, available for use in the event of any other emergency, including hurricanes. The 2021 Capital Plan Identified $1M towards 46th Street Lift Station Force Main repairs.
