Re: P.R. 22116—Authorization for the City Manager to execute an agreement with
the Construction Managers of Southeast Texas (CMOST) to replace the heaters at
equipment services two (2)maintenance shops located at 101 and 103 HO Mills
in an amount not to exceed $33,400.00
Nature of Request: Proposed Resolution No. 22116 requests authorization for the City Manager to
execute an agreement with the Construction Managers of Southeast Texas (CMOST) to replace
interior heaters at equipment services two(2)maintenance shops located at 101 and 103 HO Mills.
Background: The City's vehicle and equipment maintenance facility located at 101 and 103 HO
Mills has two (2) shops for maintaining service vehicles and various equipment. Currently, the
shops lack sufficient heaters for the staff to effectively complete their jobs and the shop is
extremely cold when the temperature drops.
In order to remedy this deficiency, I met with the CMOST to conduct a site review and develop a
scope of work that would resolve this problem. CMOST submitted a proposal to install six (6)
bay door and four (4) ceiling heaters. In addition, an electrician will retool the electrical and/or
gas lines that are connected to the new heaters. It should be noted that one (1) heater in the shop
is functional and will be retained. After discussing with staff, we are confident this will resolve
the heating issues discussed above.
Recommendation: It is recommended that the City Council approve proposed P.R. 22116,
authorizing the City Manager to execute an agreement with CMOST to replace interior heaters at
equipment services two(2)maintenance shops located at 101 and 103 HO Mills in an amount not to
exceed $33,400.00.
Budgetary/Fiscal Effect: The funds for this project are in the Equipment Services Building
Renovation Capital Project account 307-21-049-8512-00-10-000; Project BU0010 CON.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH THE CONSTRUCTION MANAGERS OF SOUTHEAST TEXAS
OF PORT ARTHUR, TEXAS THROUGH REGION VIII EDUCATIONAL SERVICE
CENTER — TEXAS INTERLOCAL PURCHASE SYSTEM (TIPS) TO REPLACE
INTERIOR HEATERS AT EQUIPMENT SERVICES TWO (2) MAINTENANCE SHOPS
LOCATED AT 101 AND 103 HO MILLS, IN AN AMOUNT NOT TO EXCEED
$33,400.00; FUNDS AVAILABLE IN THE EQUIPMENT SERVICES BUILDING
RENOVATION CAPITAL PROJECT ACCOUNT 307-21-049-8512-00-10-000; PROJECT
BU0010 CON.
WHEREAS, it is necessary to request City Council authorization to allow the City
Manager to execute an agreement with the Construction Managers of Southeast Texas
(CMOST) to replace interior heaters at equipment services two (2) maintenance shops located
at 101 and 103 HO Mills in an amount not to exceed $33,400.00; and,
WHEREAS, as a result of broken heaters at equipment services two (2) maintenance
shops, mechanics and other staff work in uncomfortable conditions when cold weather is
present; and,
WHEREAS, equipment services conducted a walk-through with CMOST to determine
the extent of broken heaters and necessary electrical hookups for the scope of work; and,
WHEREAS, pursuant to chapter 271, Subchapter D, of the Local Government Code, a
city may participate in cooperative purchasing programs established by the State Facilities
Commission for the purchase of goods at prices established through purchase contracts of the
Commission for the purpose of the Commission; and,
WHEREAS, per Resolution No. 12-008, the City entered into an Interlocal agreement
for cooperative purchasing with Region VIII Education Service Center and for participation in
the Texas Interlocal Purchasing System (TIPS); and,
WHEREAS, CMOST submitted a quote from the purchasing cooperative Texas
Interlocal Purchasing System(TIPS)based on the agreed scope of work, a copy of the scope of
work is attached hereto as Exhibit"A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to execute an agreement with the
Construction Managers of Southeast Texas (CMOST) of Port Arthur, Texas, through Texas

Interlocal Purchasing System (TIPS), to replace heaters at equipment services two (2)
maintenance shops located at 101 and 103 HO Mills, in an amount not to exceed$33,400.00.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

Please find below the cost associated with the replacement of 6 above bay door heaters and 4 heaters inside the
two shop areas. This proposal includes connecting the new heaters to the existing gas system at the current
locations and disconnecting/reconnecting the heaters to the existing electrical system. This proposal is also
based on using the on-site City owned lift, disposal of old heaters at Owner's dumpster, and use of onsite
sanitary facilities.
Manufacturer's warranty on heaters is as follows:
Reznor Heaters: 5 Year Parts & 10 Year Heat Exchanger
Infrared Heaters: 2 Year Parts & 10 Years on Ceramic
Labor warranty is 1 year.
Cost for scope identified above: $33,400.00
Labor/Material Breakdown:
Labor: $11,400.00
Material: $22,000.00
