RESOLUTION NO.
A RESOLUTION OF ENDORSEMENT FOR CANDIDACY TO
THE BOARD OF DIRECTORS OF THE NATIONAL LEAGUE
OF CITIES. (REQUESTED BY MAYOR BARTIE)
WHEREAS, the National League of Cities (NLC) governed by a board of directors
that is comprised of four officers, all past presidents still in local government service, eight state
league directors, seven advocacy committee chairs, and forty at-large members; and,
WHEREAS, any individual seeking endorsement by the Texas Municipal League (TML)
Board for a position on the NLC Board should communicate such interest in writing to the League
staff no later than three weeks prior to the Fall TML Board meeting,at which the Board will make its
endorsements; and
WHEREAS,Mayor Thurman Bill Bartie is requesting the endorsement of the City Council
as the sole endorsed applicant from the City of Port Arthur for candidacy on the NLC Board. A
Resolution of endorsement must be forwarded to the Texas Municipal League for consideration by
its Board.
WHEREAS,an applicant must have the endorsement of his/her city council and must be the
sole endorsed applicant from his/her city. The TML Policy concerning the nomination process for
candidacy for the National League of Cities (NLC) Board is attached hereto as Exhibit"A".
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT, the facts, and opinions in the preamble are true and correct.
THAT, the City Council of the City of Port Arthur hereby endorses Mayor Thurman Bill
Bartie as a candidate for the NLC Board.
THAT a copy of this resolution be forwarded to the Texas Municipal League for
consideration by its board.
THAT,a copy of the caption of this Resolution shall be spread upon the Minutes of the City
Council.

TML Policy: Nomination Process for the National League of Cities (NLC) Board,
Federal Advocacy Committee Leadership, and Federal Advocacy Committee
Membership
(Adopted by the TML Board of Directors on December 2, 2016)
The TML Board may endorse candidates for positions on the NLC Board and leadership
positions on NLC Federal Advocacy Committees.
The TML Executive Director may endorse candidates for membership positions on NLC Federal
Advocacy Committees.
Process
NLC Board
• Any individual seeking endorsement by the TML Board for a position on the NLC
Board should communicate such interest in writing to the League staff no later
than three weeks prior to the Fall TML Board meeting, at which the Board will
make its endorsements.
• The TML Board will not endorse more than three candidates in any one year and
will not endorse more than one candidate from a single city.
• An applicant must have the endorsement of his/her city council and must be the
sole endorsed applicant from his/her city.
• The TML Board may endorse candidates who have not expressed interest in
writing.
• The TML Board is encouraged to consider the effects of any home rule charter
term limits.
• The TML President may appoint a screening committee to review the
qualifications of city officials seeking TML endorsement, and that committee may
consider all relevant factors which could affect the endorsements and the number
of endorsements and shall report back to the TML Board.
• The TML Board will not endorse a candidate having served more than two, two-
year terms on the NLC Board, unless such candidate is in line of succession as an
officer.
NLC Federal Advocacy Committee Leadership
• Any individual seeking endorsement by the TML Board for a leadership position
on a NLC Federal Advocacy Committee should communicate such interest in
writing to the League staff no later than three weeks prior to the Fall TML Board
meeting, at which the Board will make its endorsements.

• The TML Board will not endorse more than one candidate in any one year for a
leadership position on each of NLC's Federal Advocacy Committees.
• An applicant must have the endorsement of his/her city council and must be the
sole endorsed applicant from his/her city.
• The TML Board may endorse candidates who have not expressed interest in
writing.
• The TML Board is encouraged to consider the effects of any home rule charter
term limits.
• The TML President may appoint a screening committee to review the
qualifications of city officials seeking TML endorsement, and that committee may
consider all relevant factors which could affect the endorsements and the number
of endorsements and shall report back to the TML Board.
NLC Federal Advocacy Committee Membership
• Any individual seeking endorsement by the TML Executive Director for a
membership position on a NLC Federal Advocacy Committee should
communicate such interest in writing to the League staff no later than one week
before NLC's committee application deadline.
• The TML Executive Director may endorse candidates who have not expressed
interest in writing.
• The TML Executive Director may endorse multiple city officials in any one year
for each of NLC's Federal Advocacy Committees.
• An applicant need not seek the endorsement of his/her city council, and the TML
Executive Director may endorse more than one city official per city.
Criteria
• Candidates for a city official position on the NLC Board, Federal Advocacy Committee
leadership, or Federal Advocacy Committee membership must have held an elected office
(in the case of the NLC Board) or an elected or appointed office(in the case of the
Federal Advocacy Committees) for at least one year to gain TML endorsement.
• Candidates must represent a NLC direct member city to gain TML endorsement.
Responsibility
• TML encourages all Texas officials serving on the NLC Board or a Federal Advocacy
Committee to reflect the prevailing values of the Texas Municipal League in considering
federal/municipal policy issues.

• TML urges Texas officials serving on the NLC Board or a Federal Advocacy Committee
to maintain a positive record of attendance and participation.
• TML requests that those cities with a representative serving on the NLC Board or a
Federal Advocacy Committee make budgetary allowances for travel to all such meetings.
