Introduction:
The intent of this Agenda Item is to seek the City Council's approval to amend a contract
between the City of Port Arthur and Stanley Consultants, Inc. of Coralville, Iowa, for
environmental consultant services for the Brownfields Grant. The amendment will change the
contract expiration date and increase the contractual budget. Funding is available in 113-13-033-
5470-00-40-000; Project number BF0001.GRE.00S.
The Environmental Protection Agency has approved the one-year contract amendment. The
amendment will extend the contract expiration date from September 30,2021,to September 30,
2022, and decreases the travel and supply budget by$8,926, and increase the contractual funding
from $290,000 to $298,928.
Background:
Resolution number 19-089 authorized a contract between the City of Port Arthur and Stanley
Consultants, Inc. for environmental consultant services for the Brownfields Grant.
The Brownfields grant focuses on assessing several blighted commercial properties in the
downtown area and implementing a redevelopment plan that will lead to business opportunities
and job growth in the City's hardest-hit areas by decades of economic decline.
Stanley Consultants has completed fourteen(14) environmental assessments.
Budget Impact:
Funding is available in account number 113-13-033-5470-00-40-000; Project number
BF0001.GRE.00S.
Recommendation:
It is recommended that City Council approve the contract amendment between the City of Port
Arthur and Stanley Consultants, Inc.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE 2018
BROWNFIELDS GRANT AGREEMENT WITH STANLEY CONSULTANTS. THE
AMENDMENT INCLUDES EXTENDING THE CONTRACT EXPIRATION DATE TO
SEPTEMBER 30,2022,AND INCREASING THE CONTRACT BUDGET FROM$290,000
TO $298,926. ACCOUNT NUMBER 113-13-033-5470-00-40-000; PROJECT NUMBER
BF0001.GRE.00S.
WHEREAS, Resolution No. 19-089 authorized the City Manager to enter into a
Brownfield's contract with Stanley Consultant for not to exceed the amount of$290,000; and,
WHEREAS, a total of Thirteen(13) Phase I and one(1) Phase II Environmental
Assessments are completed; and,
WHEREAS, the budget transfer and contract extension(see Exhibit 1 from EPA that
approves the contract amendment)would allow the consultant to complete one additional
Environmental Site Assessments; and,
WHEREAS, the budget transfer will close-out the travel and supply line items and
increase the Contractual budget from $290,000.00 to $298,926.42; and,
WHEREAS, the City Council is required to designate an official to sign all documents in
connection with contract amendment; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is authorized to execute the contract amendment with Stanley
Consultants.

RE: P.R. NO. 22127 — A resolution calling for a public hearing to consider a
zoning change from Light Commercial to a Planned Development District.
Introduction:
This Agenda Item intends to request a public hearing to consider a zoning change from
Light Commercial (LC) to Planned Development District - 41 (PD-41) for approximately
2.5524-acres of Land, Lot 7, Tracts 2, 3, and 6, Block 2, Port Acres Addition and Lot 7,
Block 2, and Lots 9 and 10, Block 3, Mari Addition, Port Arthur, Jefferson County, Texas.
The purpose of this request is to allow for the development of a heavy equipment/tool
rental business that would serve various industries throughout the area.
Background:
The Planning & Zoning Commission reviewed this case on August 23, 2021.
Budget Impact:
None
Recommendation:
It is recommended that City Council approve P.R. No. 22127, calling for a public hearing
to consider a zoning change from Light Commercial (LC) to Planned Development

public hearing must precede any zoning change.

THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission reviewed this case on August 23,

THAT a public hearing to consider whether to grant the zoning change request for
