HomeMy WebLinkAboutD.REJECT TRACK DOZER BIDS CITY OF PORT ARTHUR, TEXAS MAYOR AND CITY COUNCIL COMMUNICATIONS Date: 02/10/03 Reference No. Page I of 2 Subject: Rejection of all bids for one (1) new track dozer for the Public Works-Solid Waste (Landfill) and authorize the Public Works Department to re-advertise for bids RECOMMENDATIONS: We recommend that the City Council reject all bids received for one (1) new track dozer for the Public Works-Solid Waste Division (Landfill) and authorize the Public Works Department to re-advertise for bids with appropriate changes to the specifications to reduce the number of the exceptions taken by the bidders. BACKGROUND: The new track dozer will replace City Equipment No. 926, a !992 Caterpillar D7H dozer with approximately 7,600 operating hours on it. Bids were advertised on November 24, 2002 and December 31, 2002. Bid packets were mailed out to twelve (12) prospective vendors. A list of those prospective vendors is attached. Bids were opened on December 11, 2002, with three (3) vendors responding with bids. HGAC did not respond with a bid. BIDDER Waukesha-Pearce, Ind., Inc. Rather, they have geared steering, supplemented by clutch/brake steering, which is less efficient in a landfill environment. Mustang Tractor took several exceptions to the automatic engine shutdown systems that did not meet specifications. Rush Equipment also took several exceptions to the automatic engine shutdown systems, that did not meet specifications. Therefore, we are recommending that all bids be rejected, the specifications be revised to address the exceptions, and that we re-advertise for bids for this piece of equipment. BUDGET/FISCAL EFFECT: $325,000 was budgeted in the FY 2003 Equipment Replacement Fund No. 625 for this purchase. STAFF/EMPLOYEi= EFFECT: None. SUMMARY: We recommend that the City Council reject all bids received for one (1) new track dozer for the Public Works-Solid Waste Division (Landfill) and authorize the Public Works Department to re-advertise for bids with appropriate changes to the specifications to reduce the number of exceptions taken by the bidders.
