Robinson, Director of Human Resources DATE: February 14, 2003 SUBJECT: Service Award Program for City Counciimembers, etc. COMMENTS Pursuant to our discussion, transmitted herewith is Proposed Resolution #12078, implementing the Service Award Program for City Councilmembers and other Port Arthur citizens who have served on various boards, committees or commissions, who meet the stated guidelines. Enclosure "REMEMBER, WE ARE HERE TO SERVE THE CITIZENS OF PORT ARTHUR" P.R. No. 12078 1/30/03 HLR RESOLUTION NO. A RESOLUTION ESTABLISHING A SERVICE AWARD PROGRAM FOR CITY COUNCILMEMBERS AND OTHER CITY OF PORT ARTHUR CITIZENS WHO SERVE ON THE VARIOUS BOARDS, COMMITTEES, AND COMMISSIONS APPOINTED AND /OR CONFIRMED BY THE CITY COUNCIL (ACCOUNT #620-1701-583.29-00) WHEREAS, service is the highest order of gift mankind can bestow on his fellow man; and, WHEREAS, those citizens who give freely of their time for the betterment of our community should be recognized; and, WHEREAS, the City Council deems it reasonable and appropriate to acknowledge the gift and sacrifice of those who serve on various boards, committees, commissions, etc.; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT, there is hereby established a City Service Award Program to recognize those citizens who provide needed services to the City of Port Arthur, and, THAT, those citizens who henceforth provide service by serving on the City Council, or on any board, committee or commission, appointed and/or confirmed by the City Council and who have attended four (4) called board, committee, commission, council or similar posted meetings each calendar year shall be eligible for awards under the City Service Award Program; and, P.R. #12078 1/30/03 HLR Page 2 of 3 THAT, to receive credit for any year prior to the date of the enactment of this Resolution, the member or the liaison must show to the City Secretary evidence that the member has attended sufficient meetings of that particular board per year; and, THAT, said Service Award Program shall mirror the current Service Award Program established for regular City of Port Arthur employees, as delineated in Exhibit "A' attached; and, THAT, an appropriate pin, or brooch, as delineated above shall be given for eligible service in five (5) year increments; and, THAT, for the purpose of determining the appropriate award increment, all time served as a regular employee of the City of Port Arthur and/or on eligible boards, committees, commissions, etc. shall be cumulative; and, THAT, the City Secretary's office, with recommendations from the liaisons of the boards, committees, commissions, etc., shall be responsible for monitoring eligible service as delineated above and for notifying the Human Resources Department of the need to order the appropriate recognition items; and, THAT, the City Manager and City Secretary are hereby directed to ensure that funding is provided for said program; and, THAT, the awards will be presented to citizens annually, at a date and time determined by the City Council; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
