ELSAG NORTH AMERICA - MOBILE LICENSE PLATE READERS (CAMERAS)City of Port Arthur; Texas Mayor and City Council Communication i/2o/as RECOMMENDATION: 1 OF 2 It is recommended that the City Council authorize the purchase of two (2) "Mobile License Plate Readers" from ELSAG NORTH AMERICA, BREWSTER, NY, through the Texas State Contract TXMAS-8-890130 for the Police Department. The cost of this purchase is $57,927.80. BACKGROUND: This three camera system was installed in one of the traffic units. The system reads license plates as the patrol unit travels down the road. The camera takes a picture of the plate, runs it through a database and gives a return in seconds. The Police Department ran a trial test with the new equipment by uploading the database with City warrant information. In a sixteen hour period, utilizing one unit equipped with the LPR System, 124 traffic stops were conducted, 69 arrests were made on city warrants which totaled over $71,500 in unpaid fines. The database can be loaded with warrant data, stolen vehicles, wanted persons and-sex offender information. The Police Department requests authorization to purchase two (2)Mobile License Plate Readers at a cost of $29,555 each and includes a four year warranty, installation and licensing. The City will receive a discount of $1,182.20 if paid within 15 days bringing the net cost.to $57,927.80. (BUDGETARY/FISCAL IMPACT: Funds for this .purchase will come from account number 001.1101.521-92.00. Funds for this purchase were approved by the iCity Council in a Budget Adjustment authorized on January 13, 12009. Attached are the quotes for the two three camera systems. You will find that there is a discount for paying within 15 and 30 days. If the city were to go with the 15 days, it will take care of the overage still giving you the maximum coverage for the car system thus eliminating the need to take off the additional year coverage.
