BIOGRAPHY
Charles Wheeler
Project Manager
U.S. Army Corps of Engineers Galveston District
Charles Wheeler serves as a Project Manager for the U.S. Army Corps of
Engineers (USACE) Galveston District.
He currently oversees the Sabine Pass to Galveston Bay, Port Arthur and
Vicinity Project. He leads an $863 million dollar program to improve the City
of Port Arthur’s Hurricane Flood Protection System.
His 12-year USACE career began in the New Orleans District following
Hurricane Ike in 2008. In New Orleans, Charles developed an
understanding of the Corps’ values and a love for crawfish. He has since
worked on multiple high priority projects throughout the Corps.
Charles has worked as a designer developing plans and specifications for
the Atchafalaya River Horseshoe Bend Dredging project in Louisiana,
which was featured in the Engineering With Nature Publication. This was a
good example of the Corps engineering solutions to meet the needs of the
industry with limited resources while simultaneously benefiting the ecosystem.
In January 2012, Charles traveled to Afghanistan in support of Operation Enduring Freedom where he worked
as Project Engineer managing multiple projects.
Following his work in Afghanistan, Charles transitioned to the Jacksonville District where he worked on the
Herbert Hoover Dike rehabilitation project. As a Project Engineer, he provided contractor oversight and quality
assurance. This project reduces impacts from flooding via high lake levels and is critical in protecting South
Florida residents from flooding.
In 2006, he earned a Bachelor of Science in Architecture. In 2008, he earned a Master's in Engineering from
Prairie View A&M University. He is a Certified Acquisition Professional Level 2.
Charles enjoys spending time with his family, traveling, watching the Cowboys win, and listening to college
marching bands. In his spare time, he enjoys lawn maintenance and watching old Westerns.
