His 12-year USACE career began in the New Orleans District following Hurricane Ike in 2008. In New Orleans, Charles developed an understanding of the Corps’ values and a love for crawfish. This project reduces impacts from flooding via high lake levels and is critical in protecting South Florida residents from flooding. In 2006, he earned a Bachelor of Science in Architecture. In 2008, he earned a Master's in Engineering from Prairie View A&M University. He is a Certified Acquisition Professional Level 2.
