RECOMMENDATION:
We recommend that the City Council approve the purchase of a 20KW Generac Model. SGO20 natural
gas generator, five (5) years or 5000-hour manufacturer's extended warranty, a six (6) foot high gated
brick enclosure, automatic transfer switch, and installation from Bayou Electric, Inc., of Orange, Texas,
in the amount of $18,650 for the Port Arthur Civic Center.
BACKGROUND:
The Civic Center is replacing a 1979 non-functional, cost prohibitive battery backup system with a clean
burning natural gas emergency electrical generator. This will provide enough power for minimal
lighting, exit lights and sound system for emergency evacuation of the Civic Center. This unit would not
provide any heat or air conditioning for the facility. The unit will be installed on the ground on the, I
southeast side of the facility inside a six-foot high gated brick enclosure to visually conceal the generating
system from highway traffic and to deter vandalism.
The Purchasing Division advertised for bids in the Port Arthur News on January 12, 2003 and January
19, 2003. Bid packets were mailed to seven (7) vendors. Three (3) bids were received and opened on
February 12, 2003 with the folio .wing responses:

BUDGET/FISCAL EFFECT:I
Funds were approved by the City Council in the Civic Center FY 2002-2003 Budget in Account
# 625-1801-517-92.00 in the amount of $23,000 for the Emergency Standby generator.

SUMMARY:
We recommend that the City Council approve the purchase of a 20KW Generae Model. SGO20 natural
gas generator, five (5) years or 5000-hour manufacturer's extended warranty, a six (6) foot high gated
brick enclosure, automatic transfer switch, and installation from Bayou Electric, Inc., of Orange, Texas,
in the amount of $18,650 for the Port Arthur Civic Center. The price of $18,650 is the best and lowest
responsive bid.
