Ridley Axvards to outstanding employees in the Public Works Department, the Utility Operations Department and thc Parks Department for their kmowledge, dependability, loyalty and excellence of service to the community and the City. BACKGROUND: Clarence E. Ridley served as the Port Arthur City Engineer and Water Superintendent from 1918-I920, and is credited with the development of the first street improvement program for the City of' Port Arthur, when, in 1918, he informed the City Commissioners that he intended to shell nine miles of City streets. He prepared two (2) excellent annnal reports in 1919 and 1920, which contained remarkable details of lhe yoang City of Port Arthur. He filled many other public positions and finally retired in 1956 after 27 ycars as Executive Director of'the International City Manager's Association. He passed away iu 1979 at thc age of 88 and is honored by the ICMA and TCMA with scholarships and awards promonng excellence in municipal service. BUDGET/FISCAL EFFECT: None. STAFFING 'EMPLOYEE EFFECT: Recognition of the Clarence E. Ridley Award winners SUMMARY: Approval of Proposed Resolution No. 12099 is recommended. CLARENCE E. RIDLEY 1891-1979 Clarence E. Ridtey, Executive Director of the International City Management Association (ICMA) from 1929-1956 died on April 10, 1979, at New Fort Richey, Florida. Mr. Ridtey was born in Armada Michigan, March 14, 1891. After receiving a bachelor's degree in Civil Engineering at the Universit, of Michigan in 1914, he was Assistant Engineer of Ftint. Michigan for four years. He then became City Engineer and WateF Sueerintenoen[ at Port Arthur, Texas and after two years went to Cotumbia University, receiving a masters degree in 1921. He accepted the appointment as the first City Manager of BtuefieLd. West Virginia in 192_1. No. 12099 02/19/03 aw RESOLUTION NO. A RESOLUTION RECOGNIZING THE PUBLIC SERVICE PERSONNEL WINNERS OF THE CLARENCE E. RIDLEY AWARD FOR 2002. WHEREAS, Clarence E. Ridley served as the Port Arthur City Engineer and Water Superintendent from 1918-19201 and is credited with the development of the first street improvement program for the City of Port Arthur, when, in 1918, he informed the City Commissioners that he intended to shell nine miles of City streets; he prepared two (2) excellent annual reports in 1919 and 1920 which contained remarkable details of the youn9 City of Port Arthur. He filled many public positions and finally retired in 1956 after 27 years as Executive Director of the International City Manager's Association. He passed away in 1979 at the age of 88 and is honored by the ICMA and TCMA with scholarships and awards promoting excellence in municipal service; and, WHEREAS, the City of Port Arthur honors those outstanding public service employees in the Public Works Department, Utility Operations Department and the Parks Department with the Clarence E. Ridley Award for their knowledge, dependability, loyalty, and excellence of service to the community and the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the following emploYees have been nominated by a vote of their peers for exemplifying excellence of knowledge, loyalty and service to the City: Streets Division - Terrance Gray Drainage Division - Ronnie Norris Solid Waste - Leo Randall and Willie Cormier Engineering - Derrick Holland Parks & Recreation - Edward Sylvester Water Administration - Joy Frazier Water Purification - Alfreda Samuels Water Distribution & Stores - Sammie Jones Wastewater Conveyance - Clint Tanner Wastewater Treatment - Joe R.
