We recommend the City Council award the bids for Laboratory Services (non-biomonitoring) to Chemtex,- of Port Arthur, TX, in the total estimated. amount of $27,460.• , We also recommend the City Council authorize paymerit for laboratory services (non-biomonitoring) to Anacon, Inc., in the totatamount of$1,406. Our lasfaward with Anacon, Inc. expired' December 2008 but we still needed to perform testing until we could make this award.. This same testing would have. totaled $1,682 using the current bid prices. BACKGROUND Our effluent permits require a wide array of water quality testing and reporting. We utilize an outside laboratory to provide these services. Laboratory services include performing over 1,700 analyses per year for such things as BOD, TSS, NH3, MLSS/MVLSS, TCLP, % solids, CBOD, and copper on various waste streams, influent and effluent. Nine (9) bid. packets were sentoutor inquired, and we received. the following three (3) bids.. Bidder Ana-Cali Corp. Kilgore, TX Earth Analytical Beaumont, TX Chemtex PortArthur, TX Total Bid Price $44,128. $68,853. $27,460. The low bid from Chemtex meets the specifications, and is therefore recommended for award. BUDGET/FISCAL EFFECT ' Funds -for these services were budgeted in account #410-1256-532.54-00. Our last 3-year award totaled $19,524/year. Since the total number oftests increased from 1,740/yeacto 2;083/year, the low bid reflects a realized 17.5% increase. STAFFINGIEMPLOYEE EFFECT Existing staff will coordinate these services. SUMMARY The bid from Chemtex is the lowest.and best bid meeting the requirements of the specifications for these services,- and is therefore recommended for approval in the estimated amount of $27,460.
