No. 12100 February 19, 2003 RECOMMENDATION I recommend that the City Council of the City of Port Arthur approve Proposed Resolution No. 12100 rejecting the only bid for the Hike and Bike Trail project due to the bid received being well over the available budget in CIP 507, and that the only bidder be informed of such action. BAC KG ROU N D Fittz & Shipman, Inc. of Beaumont, Texas prepared the construction plans and specifications for the construction of the Hike and Bike facilities under a TxDOT grant. The plan was to build the trail on Thomas Boulevard from Woodworth Boulevard to Houston Avenue. Bids were opened on January 15, 2003, with only one (1) bid being received from Simco Enterprises of Groves, Texas. The bid was for $274,593.55, nearly twice the available ClP budget of $139,000. Since the work is an integral part of the Safe Routes to Schools grant request of the City, we should wait to see if we will be awarded a grant before we decide how to proceed with the Hike and Bike Trail project. The staff and Fittz & Shipman Consulting Engineers would reconflgure the project and re-advertise for bids in the future as needed. BUDGET/FISCAL EFFECT Funding in the amount of $139,000 is available in FY 2003 Account No. 303-1603-591.89-00, CIP 507. TxDOT's share is maxed at $80,000. STAFFING/EMPLOYEE EFFECT None. SUMMARY I recommend that the City Council of the City of Port Arthur approve Proposed Resolution No. 12100 rejecting the only bid for the Hike and Bike Trail project due to the bid received being well over the available budget in CIP 507, and that the only bidder be informed of such action. WHEREAS, the CIP 507 Account for the Hike and Bike Trail project had a beginning FY 2003 balance in the amount of $139,000; and, WHEREAS, on December 15, 2002 and December 22, 2002 the City advertised for bids for the construction of the Hike and Bike Trail; and, WHEREAS, bids were received and opened on .January 15, 2003 with only one (1) bid being received and opened; and, WHEREAS, the bid Simco Enterprises of Groves, Texas was $274,593.55; and, WHEREAS, the bid should be rejected due to it being more than the available budget in CIP 507; now, therefore, BE XT RESOLVED BY THE ARTHUR: and, CtTY COUNCZL OF THE CXTY OF PORT THAT the bid for construction of the Hike and Bike Trail project be rejected; THAT Simco Enterprises be informed of such action; and, THAT the Bid Bond of Simco be returned to them by the City Secretary's office; and, THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
