HomeMy WebLinkAboutFEBRUARY 24, 2003SPECIAL I~IEETTNG - February 24, 2003 ROLL CALL, TNVOCATION & PLEDGE The City Council of the City of Port Arthur met in Special Session on Monday, February 24-, 2003 at 12 Noon in the City Council Chamber, City Hall, with the following members present: Mayor Oscar G. Ortiz; Mayor Pro Tem Tom Henderson; Councilmembers Felix A. Barker, Tom Gillam, TIT, Reverend Ronnie Linden, Robert A. Bowers, Rose M. Chaisson and Michael "Shane' Sinegal; City Manager Steve Fitzgibbons; City Secretary Evangeline Green and City Attorney Mark T. Sokolow. Councilmember Hannah arrived at the meeting at 12:02 p.m. The invocation was given by Councilmember Tom Gillam ITT followed by the pledge to the flag. Mayor Ortiz conveyed a telephone conversation with Port Arthur Chamber of Commerce Chairman Verna Rutherford expressing the Chamber of Commerce's support of any City Council decision. No. 12103 - A Resolution Rescinding Resolution No. 03-055 Which Pertains To The Mandatory Termination Of Mardi Gras 2003 Under Certain Conditions. Mayor Ortiz introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Bowers and seconded by Councilmember Linden that Proposed Resolution No. 12103 be adopted. Councilmember Linden stated, "Mayor, in keeping with the press release issued on Friday, I would like to share again with the citizens of Port Arthur on your behalf, that Proposed Resolution 12103 will rescind the action taken last week on February 18, and is intended (this is crucial) to demonstrate the Port Arthur City Council's support for Mardi Gras of Southeast Texas. Furthermore, the intention of the City Council to ensure citizens of Port Arthur, and throughout the region, that Mardi Gras 2003 will in fact take place." Mayor Ortiz spoke of misinterpretations of the February 18, 2003 resolution and Council's receptiveness to the concerns of the citizens. The Mayor stated that it was never Council's intention to hurt Mardi Gras; however, it was Council's intention to be patriotic and to show loyalty to America's military personnel overseas. The following roll call vote was taken on the motion to adopt Proposed Resolution No. 12103: Councilmember Barker Councilmember Bowers Councilmember Chaisson Councilmember Gillam Councilmember Hannah Mayor Pro Tern Henderson Councilmember Linden Councilmember Sinegal Mayor Ortiz ``Yes" "Yes" "Yes" ``Yes" "Yes" "Yes" "Yes" "Yes" "Yes" The motion to adopt Proposed Resolution No. 12103 carried becoming Resolution No. 03-056. AD3OURNMENTOF MEETING Upon the motion of Councilmember Gillam, seconded by Mayor Pro Tern Henderson and carried unanimously, the City Council adjourned their meeting at 12:08 p.m. An audio tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
