HomeMy WebLinkAboutPR 15163: LAMAR UNIVERSITY - SURVEY/STUDYMemo To: Steve Fitzgibbons, City Manager and City Council From: Colleen Russell, Planning Department Date: 3/18/2009 Re: Resolution 15163-Survey by Lamar University since Last Fall Background Mr. Robinson our former Deputy City Manager got a request from Lamar University for asurvey/ study from Professor Esser of the Industrial Psychology Department. This request was in September of 2008. The study had to be on a Port Arthur area, which reveals evidence not readily observed but could be derived from answered questions that infer possible impasses to growth and communication Employment, social, cultural, retail or other economic factors may exist yet not readily observed. After discussion with the administration in September it was thought Pleasure Island residents may be surveyed as to the reasons for a lack of commercial growth. Due to the storm in September the study was postponed, until the Spring semester of 2009. The survey data collection is complete and so the students would like permission to pursue the project. • Page 1 Summary The following questions (attached) were to be asked by the group and the Council is given the chance to review the questions and say what options they may offer the survey group, rf continuing the survey is no longer a viable project. A RESOLUTION AS IT PERTAINS TO A SURVEY BY PROFESSOR ESSER OF LAMAR UNIVERSITY WHEREAS, Professor Esser of the Industrial Psychology Department at Lamaz University, Beaumont desires to study plausible causes to slow economic growth on Pleasure Island and has requested participation in a survey, in substantially the form as described in Exhibit "A". BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT Professor Esser is herein authorized to continue his survey with participation and input from City staff so that a random sampling can be accomplished. Nevertheless, the questions shall be made in such a manner as not to suggest an answer and the City shall be provided a copy of the full study and THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
