Blackketter, P.E., Director of Public Works SUB]ECT P.R. #15189 - Authorization to Apply for Energy Efficiency and Conservation Block Grant DATE 31 March 2009 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution No. 15189, authorizing applying to the U. S. Department of Energy for funding under the "Recovery Act -Energy Efficiency and Conservation Block Grants -Formula Grants". BACKGROUND: As part of the Federal Stimulus Package, the U. S. Department of Energy has a funding opportunity entitled "Recovery Act -Energy Efficiency and Conservation Block Grants - Formula Grants for the purpose of stimulating the economy and promoting energy efficiency. The City of Port Arthur is an entitlement city and has been allocated $541,300 under this formula. BUDGETARY/FISCAL EFFECT: None. EMPLOYEE/STAFF EFFECT: None. SUMMARY I recommend that the City Council approve Proposed Resolution No. 15189, authorizing applying to the U. S. Department of Energy for funding under the "Recovery Act -Energy Efficiency and Conservation Block Grants -Formula Grants". Ross E. Blackketter, P.E. A RESOLUTION BY THE CITY COUNCIL AUTHORIZING THE FILING OF AN APPLICATION FOR FUNDING UNDER THE "RECOVERY ACT -ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANTS -FORMULA GRANTS". BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: SECTION is THAT, an application is hereby authorized to be filed with the U. S. Department of Energy applying for an energy efFciency grant under the "Recovery Act -Energy Efficiency and Conservation Block Grants -Formula Grants" in the amount of $541,300 allocated to the City by the formula allocation (see Exhibit "A'~. SECTION 2: THAT, the City Manager is hereby designated the authorized representative of the City of Port Arthur for the purpose of furnishing such information and executing such documents as may be required in connection with the preparation and filing of such application for the formula grant under the rules of the U. S. Department of Energy. SECTION 3: THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
