RECOMMENDATION
The Purchasing Division recommends the City Council reject the submitted Qualification Packets
for the Design/Build as to the Construction of Fire Station #4 located at 5030 South Gum Firm to
Drive, Sabine Pass, Texas and advertise for RFQ's for an ArchitecturaUEngineering ( )
design a new fire station. It is necessary to acquire the servi rovedazro echitectural/Engineering

BACKGROUND
The Purchasing Division advertised March 1, 2009 and March 8, 2009 in the Port Arthur News
2009. Fire Station #4 was severely damaged by
and qualification packets were received on April 1,
the effects of Hurricane Ike. A FEMA assessment team determined the rehabilitation costs for the
existing structure would exceed ~0% of the value of the structure; therefore, the structure must be
replaced in a way that meets all code requirements. To ensure the reconstruction of Fire Station #4
meets the FEMA required standards the City will require the services of an
ArchitecturaUEngineeringFtrm to design the new fire station. After FEMA has approved the
design, the City will advertise for bids for the construction of Fire Station #4.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
REJECT THE SUBMITTED RFQ's FOR THE DESIGNBUILD AS
TO THE CONSTRUCTION OF A FIRE STATION AT 5030 SOUTH
GULFWAY DRIVE, SABINE PASS, TEXAS AND ADVERTISE FOR
REQUEST FOR QUALIFICATIONS (RFQ's) FOR AN
ARCHITECTURAL/ENGINEERING FIRM TO DRAW UP PLANS
THAT MEET THE SCOPE OF THE FEMA APPROVED PROJECT.
WHEREAS, Fire Station #4 located at 5030 Gulfway Drive, Sabine Pass, Texas was
severely damaged by the effects of Hurricane Ike; and
WHEREAS, the FEMA assessment determined the structure must be replaced and
rehabilitated in a way that meets all code requirements; and
WHEREAS, the Purchasing Division advertised in the Port Arthur News March 1, 2009
and March 8, 2009; and
WHEREAS, qualifications were received April 1, 2009; and

standazds,the City will require the services of an Architectural/Engineering Firm to design the new
fire station; and
WHEREAS, after FEMA has approved the design, the City will advertise for bids for the
construction of the Fire Station #4 located at 5030 South Gulfway Drive, Sabine Pass, Texas.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:

Section 1. That the facts and opinions in the preamble aze true and cosect.
Section 2. That, the City Council hereby authorizes the City Council to reject the
submitted Qualification Packets for the Design/Build as to the Construction of Fire Station #4
located at 5030 South Gulfway Drive, Sabine Pass, Texas and advertise for RFQ's for an
Architectural/Engineering (A/E) Firm to design a new fire station.
Section 3. That, it is necessary to acquire the services of an Architectural/Engineering
Firm to draw up plans that meet the scope of the FEMA approved project.
Section 4. That, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
