A RESOLUTION AUTHORIZING A MEMORANDUM OF UNDERSTANDING WITH THE PORT ARTHUR INDUSTRIAL AND COMMUNITY LEADERS ADVISORY GROUP WHEREAS, the Port Arthur Industrial and Community Leaders Advisory Group has indicated that it is a consortium of corporate citizens and community volunteers; and WHEREAS, the consortium desires to provide educational and employment opportunities for the citizens of Port Arthur; and WHEREAS, the Port Arthur Industrial and Community Leaders Advisory Group desires to fund a youth employment program for rising and graduating high school seniors of Port Arthur; and WHEREAS, the City of Port Arthur finds the aforestated goals, programs and funding to reflect the tangible commitment of the consortium to the betterment of the quality of life for citizens of Port Arthur; and WHEREAS, the City of Port Arthur deems it prudent and appropriate to assist the consortium in providing these opportunities to its citizens. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR= Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council of the City of Port Arthur commends the Advisory Group and the Port Arthur Industrial Group for its efforts in providing educational, employment and enrichment opportunities to is citizens. That the Port Arthur Industrial and Community Section 3. Leaders Advisory Group will provide $65,000 to underwrite the operation enrichment program for thirty (30) of Port Arthur. Section 4. That the City of funding in the amount of of a youth employment and students who reside in the City Port Arthur will administer said youth employmenu support from the Advisory Group's Summer Jobs Workshop and the City of Port Arthur will advise said group relative to program participants, the structure of the program and the application procedures. Section 5. That the City of Port Arthur, as part of the administration process, will maintain oversight over all program participant, paruners, program results. Section 6. and site supervisors to effectuate optimal That the City of Port Arthur, as part of the administration process and in conformance with consortium goals, will fill a minimum of fifty (50%) percent of the allotted thirty (30} job slots with studenns residing within the 77640 zip code. Section 7. That the City of Port Arthur will provide ~o the consortium a written report on the program no later than forty- five (45) days after the end of the program Section 8. That this Memorandum of Understanding may be amended by mutual written consent of both parties and will remain in effect until terminated by either party with fifteen (15) days prior written notice. Section 9. That the City Manager and Mayor are authorized to sign the Memorandum of Understanding attached hereto as Exhibit ~A" on behalf of the City. Section 10. That the Port Arthur Industrial and Community Leaders Advisory Group shall sign this Resolution agreeing to the terms hereof, as well as the attached Memorandum of Understanding. Section 11. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
