NOTICE OF PUBLIC HEARINGS
Notice is hereby given of a Public Hearing of the City Council of Port Arthur, Texas to be held
pursuant to Chapter 43.142 of the Local Government Code, and per Article I, Section 6, of the City
Charter, in the City Council Chamber, City Hall, Fifth Floor, 444 Fourth Street, Tuesday, Apri17,
2009 at 7:00 p.m. to consider disannexation of the tracts of land as denoted in Exhibit "A".
A second Public Hearing will be held on Tuesday, April 14, 2009 at 5:00 p.m. in the City Council
Chambers City Hall, Fifth Floor, 444 Fourth Street. (If more than twenty (20) adult residents of the
azea file a written protest of this disannexation with the City Secretazy within ten (10) days after the
date of publication of this notice, the second hearing shall be held in the temtory proposed for
disannexation. The protest must state the name, address and age of each protestor who signs).
Precise drawings and descriptions of the proposed disannexation_will be presented at,the Public
Hearings and can be examined in the Planning Deparhnent, City Hall, 444 Fourth Street, Port Arthur,
Texas.

METES AND BOUNDS DESCRIPTION FOR THE
PROPOSED DE-ANNEXATION OF THE LIMITS
OF THE CITY OF PORT ARTHUR OUT OF THE
KINARD SUBDIVISION, PORT ARTHUR,
JEFFERSON COUNTY, TEXAS
Being a 10.185 acre tract or parcel of land delineating the limits of the City of Port Arthur,
Texas, being all of Lots 1 and 2 and a portion of Lots 3, 4, 5, 6, 7 and 8 of the Kinard
Subdivision, as recorded in Volume 3, Page 184 of the-Map or Plat Records, County Clerk's
Office, Jefferson County, Texas, also being a portion of the 4.3t acre Residue of the Groves
Church of Christ 13.16 arse tract of land as recorded in Volume 1431, Page 60T of the Deed
Records of said County and a portion of that certain RepIat to the City of Port Arthur, Texas
titled Tracts 3 and 4, a 9.711 acre RepIat of a portion of Lots 1 thru 8 of the Kinard Subdivision,
said RepIat being rewrded in Clerk's File No. 200900431 ] of the Official Public Records of said
County, said 10.185 acre tract being more particularly described by metes and bounds as follows:
BEGINNING at a Ys" steel rod with cap marked Arcenesux & Gates found located on the South
line of the limits of the City of Port Arthur and North line of the limits of the City of Groves, this
point marks the Southeast corner of said Lot 1, the Southeast comer of said 9.711 acre RepIat
and the Southeast comer of the herein described tract of land, said point also being located on the
West line of the Twelve Oaks Estates Subdivision, as recorded in Volume 15, Page 166 of said
Map Records, this point also marks the Northeast comer of that certain RepIat to the City of
Groves, Texas titled Tracts 1 and 2, a 5.858 acre RepIat of a portion of Lots 5 and 6, Block 8,
Range "F" Port Arthur Land Company Subdivision, said 5.858 acre RepIat being recorded in
Clerk's File No. 2009003730 of said Official Public Records;
THENCE South 41 deg. 12 min. 35 sec. West (South 41 deg. 13 min. 00 sec. West-plat) along
the South line of said 9.711 acre RepIat and Lot i and City limits of Port Arthur with the North
line of said 5.858 acre RepIat and the City limits of Groves, passing at a distance of 775.02 feet
the Northwest comer of said 5.858 acre Groves RepIat and lower Southwest comer of said 9.771
acre Port Arthur RepIat and East line of said 4.31 acre Church Residue tract and continuing for a
total distance of 1250.64 feet to a point located on the Easterly line of -state Highway No. 347
(ak.a. Twin City Highway) and West line of said 4.31 acre Church Residue tract marking the
common West comer of said City Limits of Groves and Port Artltur and the Southwest corner of
said Lot 1 and the herein described tract of land;
THENCE North 48 deg. 46 min. I1 sec. West (reference bearing) along the said Easterly Right
of Way line, passing at a distance of 64.00 feet a '/:" steel rod with cap marked Arcenesux &
Gates found mazking the Northwest comer of said 4.31 acre Residue tract and upper Southwest
comer of said 9.771 acre RepIat and continuing for a total distance of 128.00 feet to a'/." iron
pipe found marking the lower Northwest comer of said 9.771 acre RepIat and the herein

THENCE North 41 deg. 12 min. 00 sec. East (North 41 deg. 13 min. 00 sec. East-plat}
departing said Easterly Right of Way line along the North line of Lot 2 and South line of Lot 3 a
distance of 356,05 feet to a Y:" steel rod with cap marked Arceneaux & Gates found marking an
"Ell" comer,
THENCE North.48 deg. 55 min. 26 sec. West a distance of 25.00 feet to a Ya" steel rod with cap
marked Arceneanx & Gates found within Lat 3 marking an "Ell" comer;
THENCE North 41 deg 12 min 15 sec. East a distance of 166.39 feet to a point located within
Lot 3 marking an `Bll"comer of said 9.771 acre Replat and the herein descn'bed tract of Iand;
THENCE North 48 deg. 46 min. 02 sec. West across Lots 3, 4, 5, 6, 7 and 8 along the upper
West line of said 9.771 acre Replat a distance of 358.88 feet to a %:" steel rod with cap marked

THENCE North 41 deg. 13 min. 32 sec. East (North 41 deg. 13 min. 00 sec. East-plat) along the
Notch line of Lot 8 with the South line of Lot 9 and North line of said 9.771 acre Replat a
distance of 727.76 feet to a'h" ima pipe found marking the Northeast wmer of said 9.771 acre
Replat and Lot 8 and the Southeast comer of Lot 9, this point also being located on the said West
line of said Twelve Oaks Subdivision;
THENCE South 48 deg. 48 min. 12 sec. East along the East line of said 9.771 acre Replat and
Lots 3, 4, 5, 6, 7 and 8 with the West line of said Twelve Oaks Subdivision a distance of 383.76
feet to '/a° steel rod with cap marked Arcenesux 8c Gates found marking an angle point for
comer,
THENCE South 48 deg. 53 min. 43 sec. East along the East line of said 9.771 acre Replat and
Lots 2 and 2 with the West line of said Twelve Oaks Subdivision a distance of 127.87 feet to the
Southeast comer and PLACE OF BEGINNING and containing in area 10.185 acres of land,
