P.O. No. 5328, AN ORDINANCE AMENDING THE 2002-2003 BUDGET AND
AUTHORIZING THE HIRING OF A WEED AND SEED COORDINATOR.
RECOMMENDATION:
I recormmend that Proposed Ordinance No. 5328 be approved. This Ordinance would amend the 2002-
2003 Budget and would authorize hiring a Weed and Seed Coordinator to direct efforts to increase law
enforcement and community revitalization activities in the Port Arthur Weed and Seed target area
located between Houston Avenue and Woodworth Boulevard and between the Sabine-Neches Ship
Channel and the KCS Railway tracks north of 19th Street.
BACKGROUND
The City of Port Arthur received Official Recognition as a Weed and Seed site on March 14, 2002 and
filed the first application for grant funding on October 31, 2002. The Justice Department determined
that the application was one point short of the three points necessary for approved funding. The
application scoring grid allows for t~vo points to sites that fund the mandatory coordinator position from
sources other than the Weed and Seed grant. The City Manager has proposed paying for the position by
a combination of available funds from special Police Department sources, CDBG funds and the city's
General Fund. This budget mnendment ~vill authorize funding in the Planning and Grants Management
department be increased by $18,000 (approximately 40% of the annual cost of this position) and funding
in the Admihistration be decreased by $6,000. This is a net increase in General Fund appropriation of
$12,000. This $12,000 will be funded by a transfer from the Police Special Fund of $6,000 and a
transfer from CDBG of $6,000 (if needed). The hiring of a coordinator before the city receives the
Weed and Seed grant will increase the application score by a considerable extent and greatly increase
the city's chances for grant approval.
BUDGETARY~FISCAL EFFECT
The City will be required to provide 100 percent of the salary and benefits for this position although the
funds can come from several sources available to the City.
STAFFiNG EFFECT
This ordinance would allow the creation of one full-time position with a salary no lower than Range 36
($32,968 minimum).

AN APPROPRIATION ORDINANCE AMENDING THE
BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2002 AND ENDING SEPTEMBER 30,
2003 AS IT PERTAINS TO THE FUNDING OF A WEED
AND SEED COORDINATOR
WHEREAS, in accordance with Article XlI, Section 9, of the City Charter, the City Council
may make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code.
WHEREAS, on September 3, 2002 the City Council approved and adopted Ordinance 02-40
which appropriated the 2002-2003 budget; and
WHEREAS, there is a grave public necessity to amend the original budget to fund a Weed and
Seed Coordinator.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTItIJR:
Section 1. That the Budget for the General Fund be increased by $12,000 to fund the Weed and
Seed Coordinator position.
Section 2. That Section 2 of the Budget Ordinance 02-40 be amended to read:
That there be and is hereby appropriated the sum of Thirty Four Million, Eight Hundred Thirty
Six Thousand, Five Hundred Twenty Two Dollars ($34,836,522) to the General Fund for the payment of
Operating Expenses, and necessary Capital Outlay for the City Government for the the following

Section 3. That pursuant to Section 102.009 Local Government Code, a copy of the amendment
shall be attached by the City Secretary to the original budget and shall be filed ~vith the County Clerks
of Orange and Jefferson Coumies.
