RESOLUTION NO.
A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A
LETTER OF SUPPORT TO THE DEPARTMENT OF ENERGY
FOR THE TERRABON PROJECT
WHEREAS, Terrabon has proposed a project in Port Arthur to produce "green' gasoline; and
WHEREAS, Terrabon is seeking funding through the U. S. Department of Energy for this project; and
WHEREAS, the City Council of the City of Port Arthur deems it in the best interest of the citizens of
Port Arthur to offer a letter of support to the Department of Energy for the Terrabon Project.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
Section 1: That the facts and opinions in the preamble are true and correct.
Section 2: That the City Council hereby authorizes the Mayor to submit, on behalf of the City of
Port Arthur, a letter of support to the Department of Energy, attached hereto as Exhibit "A".
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

The City of Port Arthur is pleased to provide a letter of support for Terrabon's application for funding in
response to DOE's Demonstration of Integrated Biorefinery Operations solicitation. The City of Port
Arthur is committed to helping Terrabon develop a successful demonstration-scale biorefinery in our city
that will convert post-sorted municipal solid waste into renewable hydrocarbon gasoline, also known as
green gasoline.
The City of Port Arthur is home to a significant portion of our nation's oil refining capacity. It is with
great pride that we are taking steps to leverage these resources and infrastructure for the creation and
distribution of domestically produced biofuels. By coupling Terrabon's technology with the development
of green waste routes and recycling programs, our city can participate in the entire biofuel value chain.
The City of Port Arthur is committed to the Tenabon project in many ways. We will encourage the raw
municipal solid-waste (MSW) to be diverted from our landfills to a third-party sorter. We have already
assisted Terrabon with the identification and selection of a site location for its biorefinery. We are in
discussions with Terrabon regarding potential tax incentives.
This project is an important opportunity for the City of Port Arthur. We are in a unique position to help
lead our nation in the development and distribution of sustainable fuels. ~Ve stand committed to helping
make this a very successful project and to eventually disseminating best practice information that will
enable others across the country to replicate its success.

Valero Energy Invests in Waste-to-Fuel Company

Texas-based oil refiner Valero Energy Corp. has recently become the lead investor inwaste-to-energy developer
Terrabon LLC, a company that is developing and testing a technology to create gasoline from waste and biomass.
1'errebon said it intends to use the funds to accelerate commercial deployment of its MixAlco technology which involves
an acid fermentation process to convert biomass materials such as municipal solid waste into gasoline, diesel and jet
fuel Last month Valero became the largest player in ethanol ownership with its $q~9 million purchase of seven VeraSun
Energy plants.
"The development of renewable energy technologies is critical to fulfilling America's energy needs in [he zrst century,"
said Terrabon CEO Gary Luce. "Our strategic partnership with Valero is a big step in helping our country meet President
Obama's goal of producing 36 billion gallons of renewable fuels by zozz."
San Atztonio-based Valero owns and operates t6 refineries throughout the United States, Canada and the Caribbean with
a combined throughput capacity of 3 million barrels per day.
