NO. 15198 -NEIGHBORHOOD STABALIZATION PROGRAM APPLICAZ"ION (ECONOMIC RECD-VERY ACT OF 2008) HATE: APRIL 17, 2009 RECOMMENDATION: It is recommended that Proposed Resolution No. 15198 be approved. This resolution authori:~es the City Manager to submit application to the Texas Department of Housing and Community Affairs, (TDHCA) for irnplementing a newly authorized Neighborhood Stabilization Program (NSP). BACKGROUND: The U.S. Department of Housing and Urban Development authorizes and is providing funding to the State of Texas for the redevelopment of abandoned and foreclosed homes and residential properties as authorized by the Housing and Economic Recovery Act of 2008. Jefferson County has been allocated $1,498,945, of which the City a:f Port Arthur is eligible to apply for $599,578, hence to apply singularly, the City of Beaumont will get the remaining 60% of the eligible amount. The City of Port Arthur will implement activities in accordance with The Neighborhood Stabilization Program (NSF') found in Title III of Division B of the Housing and Economic Recovery Act X2301 `(c) (3). BUDGETARY/ FISCAL EFFECT: These NSP funding; will provide funding; for the projects, (i.e. -acquisition of land for land banking, demolition of abandon houses for the :redevelopment of said properties). Funding in the amount of $599,578 will be used far implementation of the Neighborhood Stabilization Program, administrative and activity delivery/ soft costs. STAFFING/EMPLOYEE EFFECT The Planning 8v Community Development Department will implement the NSP. 1 SUMMARY It is recommended that Proposed Resolution No. 15198 be approved. A RESOLUTION AUTHORIZING AN APPLICATION WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (7CDHCA) FOR THE IMPLEME',NTATION OF NEWLY AUTHORIZ>E;D NEIGHBORHOOD STABILIZATION PROGRAM (NSP) AS AUTHORIZED BY THE HOUSING AND ECONOMIC RECOVERY ACT OF 2008. WHEREAS, the Texas Department of ]3ousing and Community Affairs, (TDHCA) is implementing a ne~~~ly authorized Neighborhood Stabilization Program (NSP) authorized by the U.S. Department of F[ousing and Urban Development and is providing funding to the State of Texas for the redevelopment of abandoned and foreclosed homes and residential properties as authorized by the Housing and Economic Kecovery Act of 2008; and, WHEREAS, the City of Port Arthur is eligible to apply for 40% of the $1,498,945 that is allocated to Jefferson County; and, WHEREAS,. it is deemed in the best interests of the City of Port Arthur to submit its application for $:599,578 (40% of the Jefferson County allocation) to administer a Neighborhood Stab~iliration Program as delineated in Exhibit "A", attached hereto. NOW THERIE::FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:. THAT the Planning Director is hereby authorized to file an electronic application for the in the Texas Neighborhood Stabilization Program, in substantially the same form as Exhibit "A", attached hereto.. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
