Mr. Burton explained to the commission that the purpose of the replat would be to establish limits of com.rnercial development adjoining Royal Meadows Subdivision. Ms. Moore asked if this replat would establish the limits, what will the property be used for? Mr. Anthony Leger (surveyor/developer's representative), Soutex Surveyors, 3737 Doctors Drive, Port Arthur, TX 77642, responded to Ms. Moore question ley explaining to the Commission that the replat would consist of two parcels of land located on the north and south side of Royal Meadows Blvd, which would include the entrance to the single family dwelling; two commercial tracts used for the development of strip centers, as well as the relocation of the owner's main offices in addition to other businesses being entertained. Ms. Moore asked if there would be no other commercial developments in that location. Mr. Leger explained, that both sides of Royal Meadows Blvd, will be developed as commercial development and that there are other businesses, such as a 24 hour exercise facility, fueling station/convenient store, and other shops that are being discussed as possible business ideas for this location. Also, informed Commissioners that neighbors feel that 1:he~ residential area will be destro~~ed and property values would dwindle. Ms. Ruth Gilliam, 2709 S. Kitchen Drive, Port Neches, TX 77651. (dau€;hter of Clarerrce~ Abshire) - unformed Commissioners of a letter that was written by her father and delivered to the City of Port Arthur regarding the opposition of the proposed zoning change. She voiced her concerns regarding the tranquility of the neighborhood beiing r_ompromised. Also, concerned about crime, noise level, and the ability of to put any type of business permitted under the Light Commercial zoned district. Y htr. Burton informed Ms. Gilliam that the letter was addressed to the Port Arthur City Council, not the Planning & Zoning Commission. He ensured ithat a copy of 1:he ].otter would be retained in the zoning case file Z09-O1. • Mr. Clare~rrce Abshire, 6700 Jade Avenue, Port Arthur, TX 77640 (neighbor -- across street) :- ;ihared concerns about the noise and traffic disrupting the neighborhood. Suggested', that the location should be kefit residential for two-blocks over. Mr. Gerald Arlidge, 261.7 66th Street, Port Arthur, TX 77640 y i9ppose proposed zoning change for the same reasons as everyone else. He stated the citizens do not want Jade Avenue (South) to be zoned for Commercial use. • Mrs. Carol Arlidge, 2617 66th Street, Port Arthur, TX 77640 v i0ppose proposed change for the reasons as everyone else and believes that 1:he change would help to increase noise level and lower property values within the residential area. Ms. Moore informed audience that all views would be taken into consideration; however, if the Commission decided to approve the recommendation for the proposed zoning change, City Counci!I would have the final word with regards to the final approval. She encouraged individuals to atte~ncl the City Council meeting to voice their concerns, and also informed them that it would take at least 2/3 of council vote to approve zoning change request Z09-01. Ms. Moore explained that the Commissioners sympathized with all individuals FOR and AGAINST the zoning change request. She also suggested that: the parties that are against may want to consider the option of purchasing the land from the owner. Mr. Ramirez asked about the size of the property for the proposed change. Mr. Anthony Le€;er, Soutex Surveyors, stated that the property measured 300' width (across F.M. 365) x 950' lemgth (across Jade Avenue). Mr. Daley informed the Commissioner that the depth of the said property is the same as the adjoining Industrial property, of which he is the owner. He also suggested that he would be willing to develop a 50' barrier (buffer) between the commercial property and the residential property. Ms. Moore asked Mr. Daley how long has he been the owner of the property and has he done any other developments. He stated that he has owned the property for approximately 12 years and he lhas developed the said property by adding a subdivision and selling land for a R.V. Park. Mr. Ramirez asked did the proposed change meet all city requirements for a light commercial zoned district. Mr. Burton explained that all requirements have been met; however there are various types of businesses that can be included in a light commercial zoned district. Mr. Ramirez asked if Mr•. Burton would verbalize the business types allowed in a light commercial zoned district. Mr. Ramirez moved to approve Z09-01; Ms. LeBlanc seconded the motion.
