Funds are available in account 001-27-071-5312-00-20-000. Background: The library's chiller was replaced in 2006 and 2012. It's been almost a decade since this chiller has been replaced. Within the last two years this chiller required multiple emergency repairs. When no air is circulating for a period of time the books are at risk of growing mold, more importantly at risk is the Port Arthur Public Library's History Collection that was salvaged after Hurricane Harvey. Furthermore, mold in the library risks the health of the entire staff and citizens who utilize the library. Required temperature for books are at 68-78 degrees Fahrenheit with 40-50%relative humidity. Budget Impact: Funds in the amount of$71,899.72 will be used from account 001-27-071-5312-00-20-000. Recommendation: It is recommended that City Council approve the City Manager to replace the Library's chiller with Industrial and Commercial Mechanical. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT AND EXECUTE THE PROPOSAL FROM INDUSTRIAL AND COMMERCIAL MECHANICAL OF BEAUMONT, TEXAS FOR THE REPLACEMENT OF THE HEATING, VENTILATION AND AIR CONDITIONING (HVAC) WATER CHILLER AT THE PUBLIC LIBRARY THROUGH TEXAS BUYBOARD CONTRACT NO. 558-18, IN THE NOT TO EXCEED AMOUNT OF $71,899.72. FUNDS ARE AVAILABLE IN LIBRARY ACCOUNT NO. 001-27-071-5312-00-20-000. WHEREAS, the nearly decade old HVAC Water Chiller at the Public Library has reached the end of its service life and required multiple emergency repairs within the last two (2) years; and, WHEREAS, the HVAC Water Chiller is critical to maintaining proper air condition unit function for the purposes of preventing mold from growing on the collection of books pertaining to Port Arthur's History that was salvaged after Hurricane Harvey; and, WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, the City may participate in cooperative programs established by the State Facilities Commission for the purchase prices established through purchase contracts of the Commission; and, WHEREAS, per Resolution No. 02- 341, the City entered into an interlocal agreement for cooperative purchasing with the BuyBoard Cooperative Purchasing Program (" BuyBoard"); and, WHEREAS, the Library has reviewed the Texas BuyBoard Contract No. 558-18 and determined that Industrial and Commercial Mechanical of Beaumont, Texas, is best qualified to complete the scope of work properly attributable to past satisfactory mechanical work completed at the Library; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct. THAT, the City Council hereby authorizes the City Manager to execute a proposal, in substantially the same form attached as Exhibit "A", for the replacement of the HVAC Water Chiller at the Public Library's with Industrial and Commercial Mechanical of Beaumont, Texas, through Texas BuyBoard Contract No. 558-18, for the amount not to exceed $71,899.72, with funding available in Account no. 001-27-071-5312-00-20-000.
