R. # 15229 RECOMMENDATION: I recommend that the City Council adopt Proposed Resolution #15229 authorizing the City Manager to make application to the U. S. Department of Housing and Urban Development for a Community Development Block Grant Recovery (CDBG-R) funding under the American Recovery Reinvestment Act of 2009 in the amount of $368,807. BACKGROUND: The American Recovery Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009. The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need. BUDGETARY/FISCAL IMPACT: The CDBG-R refers to a grant to be made to the United States Department of Housing and Urban Development for $368,807. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on our staffmg level. SUMMARY: I recommend that the City Council adopt Proposed Resolution # 15229 authorizing the City Manager to make application to the U. S. Department of Housing and Urban Development for Community Development Block Grant Recovery funds in the amount of $368,807. P. R. 15229 03/28/09 ME-Grants Management RESOLUTION NUMBER A RESOLUTION AS IT PERTAINS TO THE U.S.DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT RECOVERY (CDBG-R) FUNDS IN THE AMOUNT OF $368,807 UNDER THE AMERICAN RECOVERY REINVESTMENT ACT OF 2009 AND THE USAGE OF CDBG-R FUNDS TO THE STREET PROGRAM. WHEREAS, The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17t° 2009. The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health caze, provide tax relief, and protect those in greatest need.; and, WFIEREAS, the City Council deems it to the best interests of the City to utilize CDBG-R funds for the Street Program (see Exhibit "A"); and, VI~IEREAS, the City Council is required to designate an official to sign all documents in connection with Grant; Now, Therefore, BE TT RESOLVED BY THE CITY COUNCIL OF THE CTTY OF PORT ARTHUR: THAT said Community Development Block Grant Recovery funds to be made by the United States Department of Housing and Urban Development to the City for a Grant of T1vee Hundred Sixty- Eight Thousand Eight Hundred-Seven ($368,807) shall be used for the Sheet Program projects as delineated in Exhibit "A"; and, THAT the City Manager is hereby authorized to execute the documents as to facilitate the receipt of said grant funds in a form to be approved by the City Attorney. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
