Introduction:
This Agenda Item seeks the City Council's approval to reprogram $39,678.97 from the balances
of four(4) expired Community Development Block Grant contracts.
Approval of the Resolution will transfer the $39,678.97 to the "Keep the City" Program. The
program budget will increase from $16,544 to $56,222.97.
Background:
Resolution#20-079 authorized $9,900 to First Baptist Outreach Center, $3,000 to Liberty
Height, $40,000 to Port Cities Rescue Mission, and$15,000 to Program of Health Excellence.
Each of the 2020 CDBG contracts expired on June 8, 2021.
Resolution#19-199 authorized $5,000 to the Julie Rogers "Gift of Life" Program, and
Resolution#20-352 authorized a contract extension that changed the contract expiration date
from August 26, 2020, to March 31, 2021.
The remaining balances of$9,900 for First Baptist Outreach Center, $3,000 for Liberty Height,
$8,787.20 for Port Cities Rescue Mission, $15,000 for Program of Health Excellence, and
$2,991.77 for Gift of Life is available to reprogram to another eligible CDBG project.
Budget Impact:
The budget transfer will only affect the Community Development Block Grant program.
Recommendation:
The recommendation is made for the City Council to approve P. R. #22227.

A RESOLUTION TO REPROGRAM $39,678.97 FROM THE EXPIRED

GIFT OF LIFE, PORT CITIES RESCUE MISSION, FIRST BAPTIST
OUTREACH CENTER, AND LIBERTY HEIGHT TO THE 2021 CDBG KEEP
THE CITY CLEAN PROGRAM.
WHEREAS, Resolution#20-079 authorized $9,900 to First Baptist Outreach Center,
$3,000 to Liberty Height, $40,000 to Port Cities Rescue Mission, and $15,000 to Program of
Health Excellence. Each of the 2020 CDBG contracts expired on June 8, 2021; and,
WHEREAS, Resolution#19-199 authorized $5,000 to the Julie Rogers "Gift of Life"
Program, and Resolution#20-352 authorized a contract extension that extended the contract
expiration date from August 26, 2020, to March 31, 2021; and,
WHEREAS,the remaining balances of$9,900 for First Baptist Outreach Center, $3,000

WHEREAS, the $39,678.97 from the expired CDBG contracts will increase the budget
for the "Keep the City Clean" program from $16,544 to $56,222.97.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That it is in the best interest of the City of Port Arthur to transfer$9,900 from
First Baptist Outreach Center, $3,000 from Liberty Height, $8,787.20 from Port Cities Rescue

Mission, $15,000 from Program of Health Excellence, and $2,991.77 from Gift of Life to the
2021 CDBG "Keep the City Clean" program.
Section 3. That the City Manager is designated to sign all documents in connection with
this reprogramming.
Section 4. That a copy of the caption of this Resolution be spread upon the minutes of
the City Council.
