FI~ CHIEF ~ GOLDSTAR EMS PRESENTATION DATE: APRIL 7. 2003 COMMENT This memo provides the information you requested concerning GoldStar Ems. Inc. regarding the presentation at the last Council Meeting. I met with Mr. Mike West, Associate Director of Operations and asked him to summarize the topics discussed at the meeting and note the future plans of the company (See attached letter). "REMEMBER. Box 1089 Port Arthur, Texas 77641 Dear Chief Cumin: As per our conversation here are some things that were addressed at the City Council meeting, during our conversation and some plans that are in the near future for GoldStar EMS. GoldStar EMS is one of the largest EMS providers in the state of Texas with over 65 ambulances registered with the Texas Department of Hcalth. GoldStar EMS has two medical helicopters operating in East Texas with the third helicopter ~oming soon and will be stationed in lefferson County. GoldStar's corporate office is located at 4439 Cmlfway Drive, Port Arthur, Texas where we house our administration offices, main communications center and main {~higation centgr. GoldStar EMS has four substations servicing the Port Arthur area. GoldStar EMS currently provides service for 18 counties. GoldStar EMS & Affiliated Companies owned by GoldStar EMS employees over $50 employees with over 150 employed in Jefferson County. GoldStar EMS in conjunctaon with Lamar Institute of Teclmology has begun teaehin~ EMW- Paramedic courses at our Port Arthur offices. GoldStar EMS also provides specialty/advanced courses at Port Arthur office such as Advanced Cardiac Life Support, Basic Trauma Life Support, Pediatric Advanced Life Support and is tho only site in Texas for a Critical Care Paramedic course provided through the University of Maryland, Baltimore Co. During Hurrican~ Lili GoldStar EMS: ~, Coordinated and evacuated over 594 residents of lefferson County by the use of ground ambulances, buses, and helicopters. } Evacuation transports included 176 by ambulance, 9 private resident patients, 357 by bus, and :52 by air medical services. ~ This effort was completed 12 hours before the deadline. During that thne, GoldStar ambulance never left the area without EMS coverage. } Brought in and activated over 8 ground ambulance services and 13 air ambulance services to assist with the evacuation of Jefferson County. ~. During the evacuation, GoldStar EMS continued to cover 911 calls in Jefferson County and never pulled our tracks out of service in the area. ~, GoldStar EMS Dispatch Center stayed fully functioning during the complete evaoualion. An alternate site, in Jasper, was set up and ready to take over at a flip ora switch in case Port Artbur Emergency Services were evacuated from the area. GoldStar EMS is currently working with members of the City Council in putting together a scholarship program for a Memorial High School student in emergency medical services for the 2003-2004 school year. GoldStar EMS has plans to build a new site for our administration offices, education, n~iliated companies, ground services, fixed wing, rotor wing and dispatch in thc area. We currently have not located property for this site but are aggressivcly looking. The cost of this projcct will exceed two million dollars. Advaneexl E~ i :ment We recently started using Bi-Phisic 12 !~a_ monitors, which arc thc most technologically advanced in the area. Soon to place Global Positioning System in all of our units to even better our response times ~m emergency calls. This is 30% complete. Port Amhur has been the test site for computerized run sheets with lap top computers and we will be implemenling this company wide in the near future. Working with PAFD in implememin8 new protocols to assure both Ia responding fire units and EMS are on the same page to assure the best patient care possible.
