I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Henderson gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in a Special Session on Tuesday, March
31, 2009 at 6:08 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Deloris "Bobbie" Prince; Councilmembers Elizabeth "Liz"
Segler, John Beard, Jr., Robert E. "Bob" Williamson and Thomas J. "Tom" Henderson;
Assistant City Manager/Operations John Comeaux, City Secretary Terri Hanks and City
Attorney Mark T. Sokolow.
Mayor Pro Tem Jack Chatman, Jr. arrived at the Special Meeting at 6:12 p.m.
Councilmember Morris Albright, III was absent from the Special Meeting.
Councilmember Martin Flood was absent from the Special Meeting.
Councilmember Dawana K. Wise was absent from the Special Meeting.
II. PUBLIC HEARING
To Review The Proposed Costs And Impact Of The Categories Of Projects As
Delineated In The Following Proposition That Will Be Placed On The May 9,
2009 Ballot:
PROPOSITION:
"For The Next Three (3) Years, Commencing On October 1, 2009,
And Extending Until September 30, 2012, Shall The Existing
Section 4A (Type A) Sales And Use Tax Within The City Of Port
Arthur Be Utilized For Cost Of Demolition Of Dilapidated
Structures And Infrastructure Limited To Streets And Roads, Rail
Spurs, Water And Sewer Utilities, Electric And Gas Utilities,
Drainage, Site Improvements, And Related Improvements
Necessary To Promote Or Develop New Or Expanded Business
Enterprises Within A Project Area From 7a' Street To The
Intracoastal Canal And From Martin Luther King, Jr. Drive To
Lake Charles Avenue Within The City Of Port Arthur, Texas,
Which Is A Category Of Projects Under Section 46 Of Article
5190.6 Vernon's Texas Code Annotated (Type B Of Section
505.155 Local Government Code), With The Condition That The
Total Annual Spending On All Section 4B (Type B) Projects By The
City Of Port Arthur Section 4A Economic Development
Corporation Will Not Exceed $750,000. Said Period Of Time Can
Be Extended An Additional Three (3) Years By The City Council By
ATwo-Thirds (2/3) Vote Of The City Council After Reviewing
Public. Comment On The Proposed Cost And Impact Of The
Projects.°

Lo Cual Es Una Categoric De Proyectos Bajo Seccion 46 Del

Que EI Gasto Total Anual En Todos Los Proyectos De La Seccion

Costo Propuesto E Impacto De Los Proyectos."
Mayor Prince introduced the above-mentioned Public Hearing at 6:11 p.m.
Mayor Pro Tem Chatman joined the Special Meeting at 6:12 p.m.
Economic Development Corporation Chief Executive Officer Floyd Batiste appeared
before the City Council to address the proposed ballot proposition for the May 9, 2009
election. Mr. Batiste discussed issues concerning economic development guidelines, and
reported that the proposed proposition would provide funding for the redevelopment of
a designated area to enhance economic opportunities.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned Proposed Proposition.
Ms. Gail Slocum, 3425 Fifth Street, appeared before the City Council to address
concerns related to dilapidated structures and the historical value of the homes in her
neighborhood.
Upon the motion by Councilmember Henderson seconded by Councilmember
Williamson, and carried unanimously, the City Council adjourned the Public Hearing at
6:29 p.m.
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Henderson seconded by Councilmember
Williamson, and carried unanimously, the City Council adjourned the Special Meeting at
6:29 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
