Attached is P. R. No. 15242 pertaining to authorizing the
City of Port Arthur Section 4A Economic Development Corporation
to use funds approved by the City Council from the PAEDC On-The-
Job Training Program to supplement the wage for Port Arthur
Summer Youth Employment Participants enrolled by the Texas
Workforce Solutions and the payment of wages not to exceed $9.00
per hour for 10 Port Arthur college students with a minimum 2.5
grade point average.

The PAEDC has been working closely with Texas Workforce Solutions to find a way to assist our
companies with the training and hiring of total residents as well as fnding job placement for our
community. The current unemployment rate is high in our community and it is pertine~uno plo b rmome
job seekers in positions where they will be trained and in turn will be given the oppo ty
possible permanent employees, this can be achieved partly through the Summer Youth Employment
Program through Workforce Solutions.
The EDC currently has $75,000 set aside for the On-The-Job Training Prograamanthe creation of

The EDC Board of Directors will be considering at their regular board meeting this evening, the use of
a portion of the OJT Program funds for the supplementing of the Summer Youth Employment
Program. Texas Workforce Solutions and the PAEDC will be working together in placing youth in
various positions within our companies. TWS will be paying the wages for the youth up to a certain
amount. The EDC would like to supplement these wages to meet the starting pay for the company they
will be placed in up to $g.00. This will greatly assist our companies in off-setting some of the costs of
training new hires.
Because of the required eligibility guidelines set by the Texas Workforce Solutions for the Summer
Youth Employment participants, there are many job-seekers who will notment of war tes u r~o $9.00 for
EDC would also like to use a portion of the OJT Funds to provide full pay 9 P
a possible ten participants who will not qualify through TWS and are college students with a minimum
2.5 grade point average. They would also be temporary employees working through the summer. The
EDC's purpose far targeting this sector is to provide, a handson experience for these students in their
specific career fields.
We strongly feel that this is a great opportunity to put our community back to work as well as an
opportun'Ay to assist our local companies at this time of economic stress.

4A ECONOMIC DEVELOPMENT CORPORATION TO IISE FIINDS APPROVED
BY THE CITY COIINCIL FROM THE PAEDC ON-THE-JOB TRAINING
PROGRAM TO SIIPPLEMENT THE WAGE FOR PORT ARTHIIR SIIMMER
YOIITH EMPLOYMENT PARTICIPANTS ENROLLED BY THE TSRAS
WORKFORCE SOLIITIONS AND THE PAYMENT OF WAGES NOT TO
EBCEED $9.00 PSR HODR FOR 10 PORT ARTHIIR COLLEGE STIIDENTS
WITH A MINIMIIM 2.5 GRADE POINT AVERAGE.
WHEREAS, at the December 2, 2008 meeting, the City Council
authorized Resolution No. 08-465 which allowed the City of Port
Arthur Section 4A Economic Development Corporation (the "PAEDC") to
implement an on-the-job training program; and
WHEREAS, the purpose of the program was to provide
reimbursements to employers to compensate for their extraordinary
cost associated with skills upgrade training for full-time
employees of the company; and
WHEREAS, the Board of Directors of the PAEDC proposes using
funds from the PAEDC on-the-job training program to supplement the
wages of Port Arthur youths employed through the Texas Workforce
Solutions and to establish a program for 10 Port Arthur College
students with a minimum of 2.5 grade point average to place them in
jobs to provide their wages and to place them with jobs matching
their career goals; and

WHEREAS, the Board of Directors of the PAEDC plans its
corporate summer college intern program to have the following
goals:
1. To familiarize the local employers with the bright young
talent coming out of our high schools who are now in
college.
2. To allow our youth the opportunities to test drive a career
path they may have chosen.
3. To retain our local talent here in Port Arthur, Texas.
and
WHEREAS, the PAEDC summer college intern program will provide
a unique opportunity for youth who already possess job-related
skills and the knowledge to "learn as they earn"; and
WHEREAS, the Board of Directors of the PAEDC will establish
the guidelines for applications and the placement of 10 Port Arthur
College students with a minimum of 2.5 grade point average with
employers who may have job opportunities in the fields of study of
the students participating in the summer college intern program.
NOW THEREFORE, BE IT RESOLVED BY THS CITY COIINCIL OF THE CITY
OF PORT ARTHIIR, TEBP,S:
Section 1. That the facts and opinions in the preamble are
true and correct.
Section 2. That the City Council hereby authorizes the
PAEDC to use funds approved by the City Council from the PAEDC on-
the-job training program to supplement the wage for Port Arthur
summer youth employment participants enrolled by the Texas
workforce Solutions and the payment of wages not to exceed $9.00

per hour for 10 Port Arthur college students with a minimum 2.5
grade point average to participate in the summer college intern
program to be established by the PAEDC with the total EDC funds not
to exceed $28,800 on this project.
Section 3. That the participating companies will sign a
letter agreement that they will allow the interns an opportunity to
learn about new career and vocational opportunities in a form to be
approved by the EDC Board of Directors.
Section 4. That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council.
