BLOCK GRANT PROGRAM/2008 DISASTER RECOVERY FUNDMemorandum City of Port Arth ur, Texas To: Steve Fitzgibbons, City Man ger From: Rebecca Underhill, CPA, As it anager Date: May 1, 2009 Subject: Proposed Resolution 15244 The Office of Rural and Community Affairs has been designated by Governor Perry as the lead agency to administer $1.1 billion in disaster recovery funding provided by the U.S. Department of Housing and Urban Development (HUD) for recovery from damages sustained as a result of Humcanes Ike and Dolly. Areas addressed in the program are housing, public infrastructure and economic development. Of the total state allocation, $190 million has been allocated to the needs of our region. The South East Texas Regional Planning Commission (SETRPC) developed a method of distribution, based upon FEMA assessments as of December 1, 2008, as obtained by ORCA. They then proceeded to allocate the funds as follows: Activi % Amount Housing 50 $ 95,000,000 Public Infrastructure 49 93,100,000 Economic Development 1 1,900,000 Total 144 $ 190,000,000 The funds were then allocated, after input from the various entities, review by a 12 member committee, and public hearings. The City of Port Arthur's final recommended allocation is: Housing $ 9,500,000 Infrastructure 13,010,493 $ 22,510,493 City staff is currently developing the application for the Infrastructure portion, $13,010,493. The eligibility criteria for this program are basically the same as our standard CDBG. We must show that our projects meet the national objectives -benefit to low to moderate income residents, for the elimination of slum and blight, and meet urgent needs. In addition, we must show that these activities aze needed as a result of Ike; there was either a failure to function during the storm or damage from the storm. We cannot use these funds to match FEMA eligible projects. We have identified $7 million in drainage projects, $1 million in generators, $2 million in utility projects, $2 million in streets, and $1 million in demolition. The application is due May 28. While a public heazing is not required, it is recommended, in order to afford the citizens an opportunity to provide input into the process. A RESOLUTION AUTHORIZING THE CALLING OF A PUBLIC HEARING TO CONSIDER THE PROPOSED USE OF $13,010,493 FROM THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 2008 SUPPLEMENTAL DISASTER RECOVERY FUND (IKE RECOVERY FUNDS) WHEREAS, the City of Port Arthur has been allocated $13,010,493 from the Texas Community Development Block Grant Program - 2008 Supplemental Disaster Relief Fund (Ike Recovery Funds); and WHEREAS, these funds are designated for infrastructure repairs and improvements; and WHEREAS, these funds will be administered by the Office of Rural Community Affairs (ORCA). NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council of the City of Port Arthur, Texas, in accordance with the recommendation of ORCA, authorizes the calling of a public hearing to consider the proposed use of the Ike Recovery Funds. Section 3. That said public hearing will be held on May 19, 2009 at 9:00 a.m. in the Council Chambers at City Hall, 444 Fourth Street, Port Arthur, Texas. Section 4. That the City Secretary shall cause notice to be published in the Port Arthur News at least 10 days prior to the heazing date. Section 5. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council of the City of Port Arthur.
