No. 22264—Authorizing the purchase of a Finn T120 Trailer Hydro- Seeder(Bio Cover Sprayer) Introduction: Proposed Resolution No. 22264 seeks City Council's approval to purchase new equipment, a Finn T120 trailer hydro-seeder (bio cover sprayer), for the Landfill from Romco Paving Equipment of Houston,Texas, under Buyboard contract 597-19 in the amount of$74,319.00. Background: The City of Port Arthur is responsible for shaping the working face of the Landfill. This has traditionally been completed with the implementation of dirt, which is costly. A hydro-seeder (bio cover sprayer)will allow the Landfill to establish turf,making the cover of trash and garbage more cost efficient than the daily purchase of dirt. Additionally, implementation of a hydro- seeder will aid with erosion deterrence. Budget Impact: Funding is available in the Capital Reserve Account—625-50-000-8522-00-00-000. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE A FINN T120 HYDRO-SEEDER (BIO COVER SPRAYER) FROM ROMCO PAVING EQUIPMENT OF HOUSTON,TEXAS,THROUGH BUYBOARD CONTRACT 597-19 IN THE NOT-TO-EXCEED AMOUNT OF $74,319.00. FUNDING IS AVALABLE IN THE CAPITAL RESERVE ACCOUNT 625-50- 000-8522-00-00-000. WHEREAS, the City of Port Arthur Solid Waste — Landfill Division is responsible for maintaining the property by shaping the working face of the landfill with dirt when trash is delivered; and, WHEREAS, a hydro-seeder (bio cover sprayer) promotes rapid grass growth for erosion control with a slurry mix of seed mulch, fertilizer, binders, and organic material by spraying the slurry mixture onto the prepared surface; and, WHEREAS, usage of a hydro-seeder will make the cover of trash and garbage more cost efficient than the daily purchase of dirt; and, WHEREAS,pursuant to Chapter 271,Subchapter D,of the Local Government Code,a local government may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and, WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with Buyboard Cooperative Purchasing Program; and, P. R.22264 12/01/2021 meg Page 2 of 3 WHEREAS, Romco Paving Equipment of Houston, Texas, is a participant of the Texas Buyboard Purchasing Cooperative; and, WHEREAS, a copy of the contract pricing worksheet for the equipment is attached as Exhibit A;now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT,the City council hereby authorizes the City Manager to purchase a FINN T120 trailer hydro-seeder (bio cover sprayer) from Romco Paving Equipment of Houston, Texas, through Buyboard Contract No. 597-19 for a total amount of$74,319.00; and, THAT,funding is available in the Capital Reserve account number 625-50-000-8522-00-00- 000.
