Background: "Judge"is a 9-year-old German Shepard that the police department has owned for approximately 8 years and has been under the control of Officer Whitehead during his police career. Judge is at his end of service with the department. Officer Whitehead has agreed to purchase Judge from the City of Port Arthur for$1.00 and take ownership to personally care for and assume all responsibility and future care and cost associated with K-9 Judge. Budget Impact: The is no budgetary impact for the retirement and transfer of ownership. Recommendation: It is recommended that the City Council approve the retirement of police canine"Judge" and transfer the ownership of the canine to the personal care of Officer Jimmy Whitehead. AN ORNINANCE AUTHORIZING THE RETIREMENT OF POLICE CANINE "JUDGE" AND TRANSFERRING THE OWNERSHIP OF THE CANINE TO THE PERSONAL CARE OF OFFICER JIMMY WHITEHEAD . WHEREAS, the Police Department has a police canine known as Judge that has been in service for the City of Port Arthur for the past 8 years and was assigned to Detective Lakeisha Thomas and then transferred and assigned to K-9 handler Officer Jimmy Whitehead; and WHEREAS, the canine was sent to certification course to continue training and was unable to achieve said certification; and WHEREAS, it is the expert opinion of the instructor that the canine did not display the qualities needed to be a service canine; and WHEREAS, Officer Whitehead has agreed to take possession and ownership of Judge and assume all future expenses and liability involved in the care and maintenance of the canine; and WHEREAS, i is deemed in the best interest of the City to approve the retirement and transfer of Judge to Officer Whitehead to personally care for and assume all responsibility and future care and cost of ownership. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct. Section 2 . That the City Council of the City of Port Arthur hereby authorizes the retirement of police canine "Judge" and the transfer of the ownership of the canine to the personal care of Officer Jimmy Whitehead, who agrees to assume all future responsibility, ownership, cost and care of the canine. PD. 7013 JLH Section 3 . That Officer Jimmy Whitehead shall sign this ordinance agreeing to the terms therein. Section 4 . That a copy of the Ordinance shall be spread upon the Minutes of the City Council .
