High Service Pump No. 903 is in need of maintenance and rebuild due to normal wear and tear. This pump is critical to the drinking water supply for the City of Port Arthur by pumping finished water out of the Water Purification Plant into the distribution system. Water Purification staff solicited informal bids for this pump maintenance and rebuild; the lowest bidder was IPS Pump Services. IPS Pump Services bid $37,215.00 to maintain and rebuild High Service Pump No. 903. Funds are available in Account No. 410-40-210-5318-00- 00-000, Equipment Maintenance. Background: High Service Pump No. 903 is in need of maintenance and rebuild due to normal wear and tear. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH IPS PUMP SERVICES OF HOUSTON, TEXAS FOR THE MAINTENANCE AND REBUILD OF HIGH SERVICE PUMP NO. 903 AT THE WATER PURIFICATION PLANT FOR A TOTAL NOT TO EXCEED AMOUNT OF $37,215.00; FUNDING AVAILABLE IN ACCOUNT NO. 410-40-210-5318-00-00-000, EQUIPMENT MAINTENANCE. WHEREAS, High Service Pump No. 903 is in need of maintenance and rebuild due to normal wear and tear; and, WHEREAS, High Service Pump No. 903 is critical to the drinking water supply for the City of Port Arthur by pumping treated water out of the Water Purification Plant into the distribution system; and, WHEREAS,pursuant to Chapter 252 of the Texas Local Government Code and the City's Procurement Policy, formal written quotations were sought by the City's Water Utilities Department; and WHEREAS, three (3) quotes were received and IPS Pump Services of Houston, Texas submitted the lowest most responsive bid as specified in the bid tabulation attached hereto as Exhibit"A"; and WHEREAS, IPS Pump Services was the lowest bidder; and, WHEREAS, IPS Pump Services provided a quote of$37,215.00 for the maintenance and rebuild of High Service Pump No. 903 (Exhibit"A"); and, WHEREAS, maintenance and rebuild of this pump is necessary for continued supply of potable water to the City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, THAT,the facts and opinion in the preamble are true and correct; and, PR No. 22301 12/20/21 bw Page 2 of 3 THAT, in order to protect the uninterrupted supply of potable water to our citizens, City Council hereby authorizes the City Manager to execute a contract, in substantially the same form attached hereto as Exhibit "B", with IPS Pump Services of Houston, Texas for the maintenance and rebuild of High Service Pump No. 903 at the Water Purification Plant for a total not to exceed amount of$37,215.00; and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council. ") o co �. x � Y CA = 3 x z t O 44. o Q U R. o O wa • F. 0 '- r.i cp EXHIBIT "B" (Contract) HIGH SERVICE PUMP NO. 903 FOR WATER PURIFICATION PLANT THIS AGREEMENT, made this day of , 2022, by and between the City of Port Arthur, a municipal corporation organized under the laws of the State of Texas, hereinafter called "OWNER" or "CITY" and IPS Pump Services of Houston, Texas hereinafter called "CONTRACTOR" WITNESSETH: That for and in consideration of the payment terms, conditions and agreements set forth herein, OWNER and CONTRACTOR agree as follows: 1. This contract shall be for 3 months from the date stated on the Notice to Proceed. The City can terminate this contract at its convenience which includes, but is not limited to, funding not being available in any budget cycle with thirty (30) days written notice. 2. The Contractor will perform work as stated in the Contract Documents. 3. During the term of this Contract, the Contractor will furnish at his own expense all of the materials, supplies, tools, equipment, labor and other services necessary to connection therewith, excepting those supplies specifically not required of Contractor in the Specifications. 4. The CONTRACTOR agrees to perform all the work described in the specifications and contract documents and to comply with the terms therein for the following cost: Rebuild High Service Pump No. 903 for the Water Purification Plant$37.215.00 5. The term"Contract Documents"means and includes the following: a. Agreement b. General Information c. Specifications d. Bid/Quote e. Notice to Proceed 6. This Agreement shall be binding upon all parties hereto and their respective heirs, executors, administrators, successors and assigns. 7.
