R. No. 22269 Introduction: The intent of this Agenda Item is to seek the City Council's approval of P. R. No. 22269 that authorizes a two-year contract extension with Traylor and Associates, Inc. to administer the Hurricane Harvey Community Development Block Grant—Acquisition Program. Due to unforeseen circumstances such as COVID-19, staff changes,and extensive communication with the Federal Emergency Management Agency (FEMA), the Infrastructure Grant is still underway. Therefore, a two-year contract extension is being requested for Traylor and Associates to continue their efforts in administering said Infrastructure Program with no additional budgetary impact. Background: Pursuant to Resolution No. 19-056,City Council approved a contract with Traylor and Associates, Inc. in the not to exceed amount of $497,130.00 for a duration of three (3) year term for the Rental/Non-Rental Housing Projects—Local Acquisition/Buy-Out Program. The Texas General Land Office has allocated $4,207,067.91 to the City of Port Arthur to develop an Acquisition program. The Acquisition Program is designed to assist homeowners that are currently located in the existing or proposed floodplain, floodway, or potential Disaster Risk Reduction Areas(DRRA)to relocate to an area that is less prone to flooding and disaster. While no Disaster Risk Reduction Areas have been identified at the time of adoption of the guidelines, DRRA(s) may be established at a later time if conditions are identified that warrant designation by Council. The goals of the program are to: • Reduce the risk to homeowners from the effects of subsequent disasters. • Assist in the recovery of low to moderate income households. • Protect taxpayer resources that might otherwise be needed after disaster in the same area. Budget Impact: Account number#159-13-031-5470-00-10-000; PROJECT#GL0000. Recommendation: It is recommended that City Council approve P. R. No. 22269 as discussed above. P. R. #22269 12/07/2021- MEE Page 1 RESOLUTION NUMBER A RESOLUTION AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND TRAYLOR AND ASSOCIATES, INC., PROVIDING FOR AN ADDITIONAL TWO-YEAR TERM FOR THE ADMINISTRATION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY (CDBG-DR) — HURRICANE HARVEY BUY-OUT PROGRAM GRANT WITH NO ADDITIONAL BUDGETARY IMPACT AMOUNT. WHEREAS,the City of Port Arthur received the U.S. Department of Housing and Urban Development Community Development Block Grant — Disaster Recovery (CDBG-DR) funds, administer by the Texas General Land Office for damages sustained from the 2017 Hurricane Harvey flooding event (DR-4332 Disaster Declaration) in the amount of $4,207,067.91 for the Rental/Non-Rental Housing Projects—Local Acquisition/Buy-Out Program; and WHEREAS,pursuant to Resolution No. 19-056,the City Council authorized an agreement with Traylor and Associates to administer the CDBG-DR Acquisition Buy Out Program in an amount not to exceed$497,130.00 for a duration of three(3)year term expiring February 25,2022; and WHEREAS, due to unforeseen circumstances such as COVID-19, staff changes and extensive communication with the Federal Emergency Management Agency(FEMA),both parties are respectfully requesting to extending the current contract term for two (2) additional years in order to fulfill the requirements of the project. This extension does not require any additional funding; and WHEREAS, the City has been satisfied with the performance of Traylor and Associates and deems it in the best interest of the citizens to grant the extension. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. P. R. #22269 12/07/2021- MEE Page 2 Section 2. That the City Council hereby authorizes the City Manager to extend the term of the existing agreement for two (2)years with no additional budgetary impact. Section 3.That a representative of Traylor and Associates, Inc. will sign this Resolution agreeing to the two (2)year extension expiring on February 24, 2024. Section 4. That a copy of the caption of this Resolution be spread upon the minutes of the City Council. READ, ADOPTED AND APPROVED this day of A.
