R.No. 22271 Introduction: The intent of this Agenda Item is to seek Council's approval of P.R.No. 22271, which authorizes amendments to Section I (Time of Performance) and Section V (Program Requirements) of the Interdepartmental Agreement between the City of Port Arthur and Development Services Department as it pertains to the Community Development Block Grant Coronavirus(CDBG-CV3) funding. More specifically,the amendment to Section V will eliminate the purpose requirement of installing plexiglass panels at the customer service counters in City Hall buildings and enable the Development Services Department to reallocate the remaining funds towards the continuous utilization of security guard services at the two main entrances of City Hall. An additional amendment to Section I will authorize a one (1) year agreement extension to provide sufficient time to utilized the funding for the cost of security guard services. Background: The Department of Housing and Urban Development allocated funds in the amount of$369,690.00 to the City of Port Arthur for activities that prevent,prepare for, and respond to the Coronavirus. Pursuant to Resolution No. 21-013, the City Council approved an Interdepartmental Agreement between the City of Port Arthur and Development Services Department, which authorize funding in the amount of$43,505.00 for the installation of safety glass panels at several customer services counters and cost of two security guards for City Hall. Budget Impact: Account number#105-13-033-5470-00-40-000; PROJECT#COV300.GRE.00S. Recommendation: Due to the continuous need for security guard services at the two main entrances of City Hall, it is recommended that the City Council adopt P.R. No. 22271, which amends the Interdepartmental Agreement with the Development Services Department in order to eliminate the purpose requirement mentioned above and authorize an additional year extension to fund the cost of said services. R.No. 22271 12/05/2021-MEE Page 1 RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE INTERDEPARTMENTAL AGREEMENT WITH THE DEVELOPMENT SERVICES DEPARTMENT AS IT PERTAINS TO THE COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG-CV3) FUNDING ACCOUNT NUMBER#105-13-033-5470-00-40-000;PROJECT#COV300.GRE.00S WHEREAS, the Department of Housing and Urban Development (HUD) allocated 2020 Community Development Block Grant Coronavirus(CDBG-CV3) funding in the amount of$369,690.00 for the prevention, preparation and to respond to the Coronavirus pandemic; and WHEREAS, pursuant to Resolution No. 21-013, City Council approved an Interdepartmental Agreement which authorized funding in the amount of $43,505.00 to the Development Services Department for the purpose requirement of 1) providing security guard services,and 2)installation of safety glass panels at City Hall as specified in Section V(Program Requirements) of the agreement; and WHEREAS, the cost of installation of the safety glass panels were paid for with the City's General fund instead of the CDBG funds due to untimely and unforeseen reporting requirements associated with the CDBG funds, leaving additional remaining funds to cover the cost of additional security guard services; and WHEREAS, the City staff is recommending amendments to the interdepartmental agreement for the purpose of eliminating the requirement of installing safety glass panels to enable Development Services to reallocate the remaining funds towards the continued utilization of security guard services; and WHEREAS, City staff is also recommending a time extension of one additional year from the expiration date to provide sufficient time to utilize the remaining funds. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes the City Manager to amend Section I (Time of Performance) and Section V (Program Requirements) of the Interdepartmental Agreement with the Development Services Department as it pertains to the Community Development Block Grant Coronavirus (CDBG-CV3) funding reallocation and time extension. Section 3. That the City of Port Arthur Development Services Department will sign this Resolution agreeing to the one-year extension for the purpose of continuing the funding of security guard services at City Hall.
