R. #22314 Introduction: The intent of this Agenda Item is to seek the City Council's approval of P. R. #22314 that authorizes a three-month contract extension with Catholic Charities to administer the Utility Assistance Program. The original contract termination date is January 18, 2022, with an original contract amount of $44,250. Catholic Charities has requested a three-month extension. The contract termination date will change from January 18, 2022,to April 18, 2022. The project has assisted three families and has a balance of$41,545.49. Background: The Department of Housing and Urban Development was awarded $369,000 for activities that prevent, prepare for, and respond to the Coronavirus. Resolution#21-015 awarded Catholic Charities$44,250 to administer the City's Utility Assistance Program that provided utility subsidy payments to families impacted and experienced job loss or loss of income due to COVID-19. Budget Impact: Account number#105-13-033-5470-00-40-000; project#COV301. Recommendation: It is recommended that City Council approve P. R. #22314 as discussed abov P. R. #22314 12/20/2021- MEE Page 1 RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXTEND THE CONTRACT WITH CATHOLIC CHARITIES OF SOUTHEAST TEXAS FOR THE COVID-19 UTILITY ASSISTANCE PROGRAM FOR THREE (3) ADDITIONAL MONTHS FOR A NEW CONTRACT EXPIRATION DATE OF APRIL 18, 2022 WITH NO ADDITIONAL FUNDING REQUIREMENTS. WHEREAS, pursuant to Resolution No. 21-015, the City of Port Arthur entered into a Community Development Block Grant — Coronavirus Round 3 (CDBG-CV3) agreement with Catholic Charities of Southeast Texas to administer the Utility Assistance Program funded through the Department of Housing and Urban Development(HUD); and, WHEREAS, Catholic Charities has respectfully requested a three (3) month contract extension to allow more time to identify more residents who meet the eligibility requirements for assistance under this grant as delineated in Attachment#1; and, WHEREAS, the City has been extremely satisfied with the performance of Catholic Charities and deems it in the best interest of the citizens to extend the contract for three (3) additional months. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes the City Manager to extend the agreement with Catholic Charities of Southeast Texas for three (3) additional months for a new contract expiration date of April 18, 2022 with no additional funding requirements. I am grateful City Council approved amendments to the initial client eligibility requirements at their meeting on September 21, 2021. I believe these amendments will aide in helping us identify more residents of Port Arthur who can be served with these funds. I am respectfully requesting a three-month extension of the contract to allow more time to identify clients who meet the eligibility requirements for assistance under this grant.
