RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution # 15274 authorizing the City Manager to
make application to the U. S. Department of Housing and Urban Development for a Homelessness
Prevention and Rapid Re-Housing Program (HPRP) grant in the amount of $564,089 under the American
Recovery Reinvestment Act of 2009.
BACKGROUND:
The American Recovery Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama
on February 17, 2009. The Act is an extraordinary response to a crisis unlike any since the Great
Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence,
expand educational opportunities, preserve and improve affordable health care, provide tax relief, and
protect those in greatest need.
Congress has designated $1.5 billion for communities to provide financial assistance and services to either
prevent individuals and families from becoming homeless or help those who are experiencing homelessness
to be quickly re-housed and stabilized with the Homelessness Prevention and Rapid Re-Housing Program
(HPRP) under Title XII of the American Recovery and Reinvestment Act of 2009("Recovery Act").
The initial application deadline is May 18, 2009. The City Manager will submit the application on
time, and we aze requesting Council concurrence. This application includes an estimated budget.
The budget and application can be amended as the Council appointed committee meets, and adjusts
the objectives of the program.
BUDGETARY/FISCAL IMPACT:
The HPRP refers to a grant to be made to the United States Department of Housing and Urban Development
for $564,089.
STAFFING/EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution #15274 authorizing the City Manager to

A RESOLUTION AS IT PERTAINS TO A GRANT APPLICATION TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR
HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM (HPRP)
FUNDS IN THE AMOUNT OF $564,089 UNDER THE AMERICAN RECOVERY
REINVESTMENT ACT OF 2009.

WIIERAS, Congress has designated $1.5 billion for communities to provide financial assistance and

WHEREAS, the City Council deems it to the best interests of the City to utilize HPRP funds for the
attached activities (see Exhibit "A"); and,
WHEREAS, the City Council is required to designate an official to sign all documents in connection
with Grant; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT said Homelessness Prevention and Rapid Re-Housing Program (HPRP) funds to be made by
the United States Department of Housing and Urban Development to the City for a Grant of Five Hundred
Sixty-Four Thousand and Eighty-nine ($564,089) shall be used for the attached projects as delineated in
Exhibit "A"; and,
THAT the City Manager is herein authorized to apply for said grant as denoted in Exhibit "A" and
to sign such ancillary forms as are approved by the City Attorney.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.

B Citizen Participation and Public Comment
1. Briefly describe how the grantee followed its citizen participation plan regazding
this proposed substantial amendment (limit 250 words).
Response:
The City of Port Arthur conducted a Public Hearing on May 12, 2009 at 10:00
a.m. at Port Arthur City Hall. The Public Hearing Notice was published in the
Port Arthur News on May 10, 2009 (see the attached notice). No comments
were received at the Public Hearing.
The notice to amend the City's 2008 Consolidated Annual Plan was posted on
the city's website at www.portarthur.net on May 13, 2009.
A second Public Hearing is scheduled for June 1, 2009 at 10:00 a.m. Citizens
will be given another opportunity to review the substantial amendment to the
2008 Consolidated Annual Plan and to submit comments concerning the
HPRP funding. A notice will be posed in the Port Arthur News on May 17,
2009 and on the City's website at www.portarthur.net. The comment period
will begin on May 18, 2009 and end on June 5, 2009.
All public notices and comments received after May 18,2009, will be mailed to
the Houston Field office and the HUD Headquarter in Washington, DC. for
review.
2. Provide the appropriate response regazding this substantial amendment by checking

^ Grantee received public comments and did not accept one or more of the

Response:
No comments were received concerning the substantial amendment to the
City's 2008 Consolidated Annual Plan. Any comments received after May 18,
2009 will be mailed to the Houston Field office and the HUD Headquarter in
Washington D.C.for review.

C. Distribution and Administration of Funds
Reminder: The HPRP grant will be made by means of a grant agreement executed by HUD
and the grantee. The three-year deadline to expend funds begins when HUD signs the grant
agreement. Grantees should ensure that sufficient planning is in place to begin to expend
funds shortly after grant agreement.

Response: Eligible applicants will be required to complete an application as
developed by the City of Port Arthur. Each eligible application will be
presented to the City Council appointed HPRP committee for review.
HPRP applications will be available at 444 4`h Street; Port Arthur, Texas;
Grants Management Office, Suite 205 and on the City's website at
www.portarthur.net. All applications must be returned to Grants
Management no later than June 30, 2009.
The selection of applicants will be presented to the City Council for approval
and a subgrantee contract will be developed for Council approval.
3. Briefly describe the process the grantee plans to use, once HUD signs the grant
agreement, to allocate funds available to subgrantees by September 30, 2009, as
required by the HPRP Notice (limit 250 words).

Timeline:
1.) Accept HPRP applications through June 30, 2009
2.) HPRP Committee review applicafions for eligibility through July 30, 2009
3.) HPRP Committee will make recommendations to City Council by August
30, 2009
4.) Execute contracts with subgrantees by September 30, 2009.

4. Describe the grantee's plan for ensuring the effective and timely use of HPRP grant
funds on eligible activities, as outlined in the HPRP Notice. Include a description
of how the grantee plans to oversee and monitor the administration and use of its
own HPRP funds, as well as those used by its subgrantees (limit 500 words).
Response:
To ensure effective and timely use of HPRP grant funds on eligible activities
the City of Port Arthur will follow these monitoring procedures for each
HPRP subgrantee:
1.) Require monthly activity reports of expenditures and project compliance;
2.) Submit reimbursement statements for staff review and approval;
3.) Staff will conduct quarterly on-site monitor visits;
4.) subgrantee must submit annual report such as single audit to assure
program compliance.
5.) subgrantee with any non-compliance issues will be required to have
meeting with City staff.
D. Collaboration
Briefly describe how the grantee plans to collaborate with the local agencies that
can serve similar tazget populations, which received funds under the American
Recovery and Reinvestment Act of 2009 from other Federal agencies, including the
U.S. Departments of Education, Health and Human Services, Homeland Security.
and Labor (limit 250 words).
Response:
The City of Port Arthur will work diligently with non-profit organizations, the
South East Texas Regional Planning Commission's Continuum of Care
committee and other social services agencies and educational institution to
ensure appropriate information input and target population are identified.
This collaboration will be done via meeting, correspondence and committee
participation.
2. Briefly describe how the grantee plans to collaborate with appropriate
Continuum(s) of Caze and mainstream resources regazding HPRP activities (limit
250 words).
Response:
The City of Port Arthur will collaborate with its Continuum of Care group via
meeting and correspondence (i.e. sending copies of public notices). The City
will identify other mainstream resources regarding HPRP activities and
develop a communication and reliance to solicit input .

3. Briefly describe how HPRP grant funds for financial assistance and housing
relocation/stabilization services will be used in a manner that is consistent with the
grantee's Consolidated Plan (limit 250 words).
Response:
The City of Port Arthur's Consolidated Plan places a high priority on
activities that address the needs of the city's lowest income. The HPRP grant
funds will provide a service to the homeless and residents that are at-risk of
becoming homeless.

deposits, utility payments, moving cost assistance, and motel or hotel vouchers.
