R. # 15250 RECOMIVIENDATION: I recommend that the Ciry Council adopt Proposed Resolution #15250 authorizing an application with the Office of Rural Community Affairs (ORCA) for the Texas Community Development Block Grant Program 2008 Supplement Disaster Recovery Fund in the amount of $13,010,493 for public infrastructure improvement. BACKGROUND: The Office of Rural Community Affairs (ORCA) has been designated by Governor Rick Perry, as the lead agency to administer $1,134,990,193 in disaster recovery funding provided by the U.S. Department of Housing and Urban Development (HUD) for recovery from damages sustained as a result of Hurricanes Ike and Dolly. Areas to be addressed are housing, public infrastructure and economic development. BUDGETARY/FISCAL IMPACT: Grant funding source is the Department of Housing and Urban Development. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on our staffing level. SUMMARY: I recommend that the City Council adopt Proposed Resolution # 15250 authorizing an application with the Office of Rural Community Affairs (ORCA) for the Texas Community Development Block Grant Program 2008 Supplement Disaster Recovery Fund in the amount of $13,010,493 for public infrastructure improvement. A RESOLUTION AUTHORIZING AN APPLICATION WITH THE OFFICE OF RURAL COiVi1MUNITY AFFAIRS (ORCA) FOR THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 2008 SUPPLEMENT DISASTER RECOVERY FUND IN THE AMOUNT OF $13,010,493 FOR PUBLIC INFRASTRUCTURE IMPROVEMENT. WHEREAS, the Office of Rural Community Affairs (ORCA) has been designated by Governor Rick Perry, as the lead agency to administer $I,li4,990;193 in disaster recovery funding provided by the U. S. Department of Housing and Urban Development (HUD) for recovery from damages sustained as a result of Hurricanes Ike and Dolly. Areas to be addressed are housing; public infrastructure and economic development; and, WHEREAS, the City of Port Arthur is eligible to apply for $13,010,493 of disaster recovery funding; and, WHEREAS, it is deemed in the best interests of the City of Port Arthur to submit its application for $13,010,493 to administer the 2008 Supplement Disaster Recovery funds as delineated in Exhibit •A:, attached hereto. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City' Council of the City of Port Arthur authorizes the City Manager to make application to the Office of Rural Community Affairs (ORCA) for the Texas Community Development Block Grant Program 2008 Supplement Disaster Recovery Fund in the amount of $13,010,493. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
