Approval to Apply for Social Services Block Grant funding for Hurricane Ike
RECOMMENDATION:
It is recommended that the City Council approve Proposed Resolution No. 15273 authorizing the
City of Port Arthur to submit an application to the Southeast Texas Regional Planning
Commission for Social Services Block Grant funding for Hurricane Ike recovery.
BACKGROUND
In the afrermath of Hurricanes Dolly and Ike, Congress has appropriated approximately $218
million in the Social Service Block Grant (SSBG) funding to the State of Texas to support
current and long-term recovery efforts. The Southeast Texas Regional Planning Commission
will be the recipient of an SSBG allocation of Ike funds to be used locally for uncompensated
human services and hurricane related damages. The City of Port Arthur will be applying for
health and social services and hurricane recovery funding for the Health Department, Parks and
Recreation, Sabine Pass, the At-Risk Youth Program, and Community Services.
STAFFING/EMPLOYEE EFFECT:
None.
BUDGETARY EFFECT:
Grant funds will be used for the Hurricane Ike recovery projects noted above.
SUMMARY:
It is recommended that the City Council approve Proposed Resolution No. 15273 authorizing the
City of Port Arthur to submit an application to the Southeast Texas Regional Planning
Commission for Social Services Block Grant funding for Hurricane Ike recovery.

A RESOLUTION AUTHORIZING THE CITY OF PORT
ARTHUR TO SUBMIT AN APPLICATION TO THE
SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION
(SETPRC) FOR HURRICANE IKE SOCIAL SERVICES BLOCK
GRANT FUNDING
WHEREAS, in the aftermath of Hurricanes Dolly and Ike, Congress has appropriated
approximately $218 million in the Social Service Block Grant (SSBG) funding to the State ofTexas
to support current and long-term recovery- efforts; and;
WHEREAS, the Southeast Texas Regional Planning Commission will be the recipient of an
SSBG allocation of Ike funds to be used locally for uncompensated human services and hurricane
related damages; and,
WHEREAS, the City of Port Arthur wishes to apply for SSBG funds for health and social
services activities and Hurricane Ike related damages and recovery- projects.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager is hereby authorized to apply for Social Services
Block Grant funds for Humcane Ike Recovery for approximately $4,000,000.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
