No. 15238 A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH LONG ARCHITECTS, INC. AND G&G ENTERPRISES FOR ADESIGN-BUILD PROJECT FOR A NEW GYMNASIUM MULTI-PURPOSE BUILDING AS AN ADDITION TO THE PORT ARTHUR RECREATION AND SENIOR CITIZEN CENTER COMMEN'T' RECOMMENDATION: It is recommended that the City Council adopt P. R. No. 15238 which authorizes the City Manager to negotiate a contract with Long Architects, Inc. and G&G Enterprises of Beaumont, Texas for the Design-Build of a new Gymnasium/Multi-Purpose Building as an addition to the Port Arthur Recreation and Senior Citizen Center. BACKGROUND: The City of Port Arthur is a recipient of a Texas Parks and Wildlife Department (TPWD) grant for the construction of a Gymnasium/Multi- Purpose Building connected to the existing Recreation and Senior Citizen Center at 1308 9"' Avenue. The purpose of the additional facility is to expand the capacity of the City to address the recreation, activity, and programming needs of citizens. The City has decided to use the design-build approach to the facility's construction in order to optimize the design dollar impact while minimizing grant funds tied to soft costs (e.g. design, engineering, etc.). The City Council authorized the solicitation of design-proposals which resulted in responses from six (6) firms. A review of the proposals submitted resulted in the Committee's determination to interview four finalist organizations. Each Committee member independently completed a matrix which re~riewed the finalists qualifications in key areas such as: experience, technical competence, past performance of the design-build team, timetable to complete project, etc. The matrices were then aggregated and averaged with the results presented on the Evaluator Ranking Worksheet [attached]. The result of the score analysis resulted in Long Architects, Inc. and G&G Enterprises as the recommended team. The Parks and Recreation Department is anxiously and excitedly looking forward to finalizing the contract with the recommended team to proceed with the actual project construction. BUDGETARY/FISCAL EFFECT: Approval of P. R. No. 15328 which authorizes negotiation of the contract with recommended team will result in the expenditure of a minimum of $ 835,126 apportioned as follows: $ 417,563 TPWD Grant, $ 100,000 Proposition 8 (EDC funds), and $ 317,563 Parks and Recreation Bond funds. EMPLOYEE/STAFF EFFECT: None anticipated. SUMMARY: It is recommended that the City Council adopt P. R. No. 15238 which authorizes the City Manager to negotiate a contract with Long Architects, Inc. and G&G Enterprises of Beaumont, Texas for the Design-Build of a new Gymnasium/Mufti-Purpose Building as an addition to the Port Arthur Recreation and Senior Citizen Center. R. # 15238 OS/13/2009/ca RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH LONG ARCHITECTS, INC. AND G&G ENTERPRISES FOR A DESIGN BUILD PROJECT FOR A NEW GYMNASIUM/MULTI-PURPOSE BUILDING AS AN ADDITION TO THE PORT ARTHUR RECREATION AND SENIOR CITIZEN CENTER. WHEREAS, the City of Port Arthur has received qualification statements from six (6) firms concerning the design build of a new Gymnasium/Multi-Purpose Building as an addition to the Port Arthur Recreation and Senior Citizen Center; and, WHEREAS, City Staff having reviewed such statements, and scoring each using the published Evaluation Criteria, finds that Long Architects, Inc. and G&G Enterprises has the highest rating and recommends same to perform the design build of this project (See Exhibit "A"); and, WHEREAS, the City Council of the City of Port Arthur finds it to be in the best interest of the citizens of Port Arthur to negotiate a contract for the Design Build Gymnasium/Multi- Purpose Building as an addition to the Port Arthur Recreation and Senior Citizen Center; now, therefore, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions of the preamble are true and correct. Section 2. That the City Manager of the City of Port Arthur is hereby authorized and P. R. # 15238 OS/13/2009/ca directed to negotiate a contract on behalf of the City of Port Arthur for Design Build of a new Gymnasium/Multi-Purpose Building as an addition to the Port Arthur Recreation and Senior Citizen Center, with said contract being subject to the final approval of the City Council. Section 3. That a copy of the caption of the Resolution be spread upon the Minutes of the city Council.
