AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO TRANSFER LOTS 10, 11 AND 12, BLOCK 111, CITY OF PORT ARTHUR ADDITION {530 WACO) TO THE PORT CITIES RESCUE MISSION. WHEREAS, the City owns Lot 10, 11 and 12, Block 111, City of Port Arthur Addition (530 Waco); and WHEREAS, the City has leased the building to the Port Cities Rescue Mission, 210; and a non-profit organization, per Resolution No. 98- WHEREAS, the City desires to deed this property to the Port cities Rescue Mission for a public purpose, as described in Exhibit ~A"; and WHEREAS, the consideration for the transfer will be the usage of the site to provide the economically disadvantaged and homeless with transitional housing and life skills. NOW THEREFORE, BE IT ORDAi~u BY THE CITY COUNCIL OF THE CITY OF PORT ART~ua: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager and the City Attorney are herein authorized to deed Lots 10, 11 and 12, Block 111, City of Port Arthur Addition (530 Waco) to the Port Cities Rescue Mission, pursuant to Section 253.011 Local Government Code in substantially the same form as attached as Exhibit ~B". Section 3. That the City finds that the transfer of this Z,pO5331 property to the Port Cities Rescue Mission will primarily promote a service on behalf of the City and of the citizens of the public City. Section 4. to the City if That the ownership of the property will revert it is not used for a public purpose. Section 5. That the cities Rescue Mission shall sign this ordinance agreeing to the terms hereof. Section 6. That a copy of the caption of this Ordinance be spread upon the'Minutes of the City Council. Our Project, Magdalene Transitional Housing and Training Facility is a NEW project serving men and women confing out of an initial substance abuse recovery program. This program sponsored in part by the U.S. Department of Housing and Urban Development, is an innovative venture for the city of Port Arthur. By living in a transitional housing facility with supportive services we believe this will give the homeless and economically disadvantaged the best opportunity to become self-sufficient and productive members of society. Port Cities Rescue Mission will utilize the facility at 530 Waco to construct a new 18 bed facility for homeless men and women where they can receive counseling, GED and computer literacy training and job placement assistance at one site for period of not less than 6-9 months. The rehabilitation cost for this project will be the responsibility of Mission, to include ADA restrooms and showers. We ask that you place this request with high priority on the agenda you are presenting to the council, as a monitor from HUD in Ft. Worth will tour the site on April 28* 2003.
