PORT ARTHUR POLICE DEPARTMENT MEMORANDUM To: Steve Fitzgibbons, City Manager From: Mark Blanton, Chief of Police Re: Proposed Resolution 15278 Date: May 14, 2009 COMMENT RECOMMENDATION I recommend that Proposed Resolution No. 15278 authorizing the City Manager to negotiate a contract with Daniels Construction and Building, Inc. of Beaumont, Texas for the Design Build Renovation of the Police/Fire Building at 645 4`" St. BACKGROUND The Purchasing Department advertised a Request for Qualification on January 18~' and January 25, 2009 and received Statement of Qualifications on Mazch 4`f`, 2009 from thirteen (13) respondents. These submittals were reviewed by a committee of City Staff and narrowed to five (5) firms. These firms were then interviewed and scored using the published evaluation criteria. I recommend the highest scorer, Daniels Construction and Building Inc. for the design build for the renovation of the Police/Fire Building. BUDGET/FISCAL EFFECT The City passed a $1,500,000 bond for the construction of this police/ fire building. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH DANIELS BUILDING AND CONSTRUCTION, INC OF BEAUMONT, TEXAS FOR A DESIGN BUILD PROJECT FOR THE RENOVATION OF THE POLICE/FIRS BUILDING AT 645 4~ ST. PORT ARTHUR, TEXAS WHEREAS, the City passed a bond election to fund the renovation of the police/fire building; and WHEREAS, the City of Port Arthur has received qualification statements from thirteen (13) firms concerning the design build for the renovation of the Police/Fire Building; and WHEREAS, City Staff having reviewed such statements narrowing the firms to five (5), and scoring each of these five using the published Evaluation Criteria, finds that Daniels Building and Construction, Inc. has the highest rating and recommends same to perform the design build of this project (See Exhibit "A"); and WHEREAS, the City Council of the City of Port Arthur finds it to be in the best interest of the citizens of Port Arthur to negotiate a contract for the Design Build for the Renovation of the Police/Fire Building; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. The facts and opinions in the preamble are true and correct. Section 2. The City Manager of the City of Port Arthur is hereby authorized and directed to negotiate a contract on behalf of the City of Port Arthur for the Design Build Renovation of the Police/Fire Building, with said contract being subject to the final approval of the City Council. Section 3. That a copy of the caption of this resolution shall be spread upon the Minutes of the City Council.
