Fund No. S0~-I G01-591.59, Project No. CIP 1 I0 Recommendation COMMENT I recommend that the City Council adopt Proposed Resolution No. 12147 authorizing the City Manager to execute a contract with Arceneaux and Gates Consulting Engineering, Inc. to proceed with Phase II of the Barbara Jacket (Gillham Circle) Park Conceptual Ran Improvements at a not to exceed cost of $ I 0,000. Backgrouno The Parks and Recreation Department at the request ofthe City Council and City Manager has been engaged in a orocess to identify ~mprovements for Barbara Jacket Park Said process has been divided ~nto two [2) phases. Phase I culminated ~n a reoort to City Council by Ron Arceneaux and staff delineating design parameters for a walking trai and other improvements. City Council orovided additional ideas and concepts they wanted explored. This resolution authorizes the Arceneaux and Gates Consulting Engineering, Inc. firm to proceed with additional analysis of design and grant possibilities in accordance with City Council and administration requests. Barbara Jacket Park Page 2 Budqetary/Fiscal Effect Approval of this resolution would authorize expenditure of funds up to $1 O, 000 from Fund No. 301-1601-591.59-00, Project No. CIP 110 [Capital Projects and other Contractual Services, EDC Youth Projects]. Funds are available for this purpose. AT A NOT TO EXCEED COST OF $10.000. FUND NO. 301-1601-591.59-00, PROJECT NO. CIP 110. Whereas. Phase I has been completed as authorized by the City Manager; Whereas, the City Council of the City of Port Arthur is desirous of examining potential park improvements and alternatives at Barbara Jacket Park; and. Whereas, the City Council after receiving an initial Phase I report from Arceneaux & Gates Consulting Engineering, Inc. on potential park uses, impmvements and alternatives requested further investigation; and, Whereas, the firm of Arceneaux & Gates Consulting Engineering, Inc. possesses the necessary, professional training and has done slgnifican! preliminary background work on project work to provide improvements to Barbara Jacket Park, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR THAT. the City Manager is hereby authorized to enter into the agreement with the firm of Arceneaux and Gates Consulting Engineering, Inc. to provide professional engineering work in accordance with scope of work proposal attached hereto, and made part hereof, as Exhibit "A" for Phase II- Park Conceptual Master Plan for Barbara Jacket Park at a cost not to exceed $10,000. THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.. Texas 77641-1089 Proposal for Professional Services ]rnprovements for Barbara Jacket Park Port Arthur, Texas - File No. 02-CPA-260 Dear Dr. Thigpen: Thank you for requesting our Proposal to conduct a preliminary engineering study to evaluate proposed improvements at Barbara Jacket Park. n particular, the study is defined as a two- phase process to consider the scope of initial hiking trail, parking and lighting improvements and to prepare a master conceptual plan for the park. We recommend service levels, more fully described below, to complete the two phases of work. SCOPE OF BASIC SERVICES Phase I - Hikin(~ Trail Improvements Plan Gather existing records from the Cit~/ such as aerial phOtos, construction plans, reports, etc. relating to the park and adjacent street right-of-way. · 2, Investigate current standards of the American Association of State Highway Transportation Officials (AASHTO) for hike and bike trails. Prepare alternative cross section exhibits illustrating design of single or multi-purpose use trail. Investigate possible construction materials and report on advantage/disadvantage of each. 5. Investigate the need for parking and lighting improvements to support the trails. 7. Prepare preliminary estimate of probable construction cost for Phase I improvements. Phase II - Park Conceptual Master Plan Utilizing information developed in Phase I, complete a master plan for developing and improving Barbara Jacket Park with other amenities. Concepts will consider the eventual removal of elevated storage tank. Areas of study will consider alternatives for constructing additional parking, lighting, drainage, landscaping, accessibility, playground equipment, baseball field(s), basketball courts, multi-use pavilions and similar park improvements. Investigate the possible use of Texas Parks and Wildlife Department grant programs to implement both Phase I and Phase II plans. Update the site concept drawing with topographic survey provided by the City. Prepare a letter report with exhibit(s) for use by '[he City including preliminary estimate of probable construction cost for each component of the park improvements included in the master plan. COMPENSATION AND SCHEDULE We propose a professional fee in the amount of Four Thousand Five Hundred Dollars ($4,500.00) for Phase I Services and a professional fee not exceeding the amount of Seven Thousand Five Hundred Dollars ($7,500.00) for Phase II Services. We will bill monthly for services directly chargeable to this project on the basis of the attached Schedule of Rates for Professional Services. Upon authorization to proceed, the Phase I Services can be completed within 45 days. The Phase II Services can be completed within 75 after authorization. We purpose to establish a contingency fee of $2500.00 for public meetings, additional research, and other misc. cost. Dr. Albert T.
