McMahen, P.E., Director of Public Works P.R. #12146 April 9, 2003 RECOMMENDATION It is recommended that the City Council approve Proposed Resolution No. 12146, authorizing the Mayor and City Manager to execute a contract in the amount of $24,819 between the City of Port Arthur and Health and Safety Management, Inc. of Beaumont, Texas for professional services in conjunction with asbestos abatement and installation of a suspended ceiling at the Health Clinic facility to be done by others at a later date. Funding is available in FY 2003 Budget, Account No. 301-1601-591.89-00, CIP 170. BACKGROUND Roof leaks at the Health Clinic facility have caused asbestos containing material on the ceiling to become dislodged and fall to the floor. :It has become necessary to abate the ACM which will require additional ceiling work. A suspended ceiling will be installed at the level of the existing lighting troughs. Health and Safety Management will provide design and construction phase services in conjunction with asbestos abatement and ceiling project to be bid at a later date. BUDGETARY/FISCAL EFFECT Funds are available in FY 2003 Account No. 301-1601-591.89-00, CIP 170. STAFFING/EMPLOYEE EFFECT None. WHEREAS, due to the continuing dislodgement of asbestos from the ceiling in the Health Clinic facility as a result of roof leaks, it is necessary to conduct asbestos abatement on the ceiling and install a suspended ceiling; now, therefore, BE I'T RESOLVED BY THE CTTY COUNCI'L OF THE C/TY OF PORT ARTHUR~ TEXAS: THAT the City Manager be and he is hereby authorized to execute a contract with Health and Safety Management, Tnc. of Beaumont, Texas for professional services as it pertains to the asbestos abatement and installation of a suspended ceiling at the City of Port Arthur Health Department facility, as shown as Exhibit "A' attached in part hereto and made a part hereof; and, THAT the amount of said contract is not to exceed $24,819; and, THAT funding for said contract is available in the FY 2003 Budget Account No. 301-1601-591.82-00, CTP 170; and THAT, said Contract is an exact duplicate of a City Standard Form Contract except for the changes described in the Certificate of Standard Form Contract, a copy of P.R, No. 12146 Page #2 which is attached hereto as Exhibit"B'; and said changes are hereby approved; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
