I. ROLL CALL -Chairman, Richard Cox convened the meeting at 5:40 p.m.
Commissioners present: Alma LeBlanc, Inell Moore, Richard Cox and Norris
Simon (Quorum Present).
Staff present: Ron Burton, assistant planning director, Paul Brown, sr. planner,
and Pamela Langford, administrative aide.
II. Minutes - Apri120, 2009 -Public Hearing/Regular Meeting
Inell Moore moved to accept the minutes of April 20, 2009 as presented; Norris
Simon seconded the motion: Vote -All Yeas -- motion passed.
PUBLIC HEARING
III. R09-10 -REPEAT APPROVAL REQUEST FOR -TRACT 1-A, 0.6115 ACRE OF
LAND, REPEAT OF LOTS 1, 2, 3 AND 4, BLOCK 1, 1403 JEFFERSON DRIVE,
GLENDALE ACRES, CITY OF PORT ARTHUR JEFFERSON COUNTY, TEXAS.
Mr. Burton informed the Commission that the said property was once the
location of a retail store for the United Board of Missions before Hurricane Rita.
The building sustained extensive damage and has been demolished and cleared
from the property.
Mr. Simon moved to approve R09-10; Ms. LeBlanc seconded the motion.
Vote: All Yeas - replat approved.
IV. R09-12 -REPEAT APPROVAL REQUEST FOR -TRACT 11-A, 0.4315 ACRE OF
LAND OUT OF LOTS 11,12, 14 AND 15, BLOCK 2, 5805 JADE AVENUE, MANNING
ADDITION (PORT ACRES AREA), CITY OF PORT ARTHUR, JEFFERSON COUNTY,
TEXAS.
Mr. Burton informed Commission that the previous building the existed on said
property was destroyed by Hurricane Rita and structure (building) no longer
exist.

REGULAR MEETING
V. P06-08 - AMMENDED FINAL PLAT APPROVAL REQUESTED FOR - WGN
ESTATES, 5.162 ACRES OF LAND, ALL OR RESERVE "A", STONEGATE MANOR,
SECTION FOUR, CITY OF PORT ARTHUR, JEFFERSON COUNTY, TEXAS
Mr. Burton informed the Commission that Soutex Surveyors have met with the
City of Port Arthur's Engineering, Public Works, Water Utilities and Planning
Department to ensure that all City requirements have been met.
Ms. Moore moved approve P06-08; Ms. LeBlanc seconded the motion.
Vote: All Yeas -preliminary site plan approved.

BACKGROUND:
Verizon Wireless is seeking approval for construction of a 160-foot-tall monopole
cellular telephone communication tower on leased property located at 6401 S. Twin
City Highway. The proposed site is on United Insulation Sales Fabrication, Inc.
(Blackhawk Specialty) property owned by Mike and Kathy Brau. The cellular tower
will be surrounded by an eight-foot chain link fence enclosing a 65-foot by 65-foot
area that will also contain a 12-foot by 28-foot prefab aggregate stone building that
will house the tower's electronic switching equipment and backup generator.
This property is located in a Heavy Commercial zoned district. The zoning for the
adjacent property is HC to the north, Industrial to the south, Twin City Highway and
the city limit boundary with Port Neches to the east, and Lake Arthur in a Single
Family zoned district to the west. The land use includes Heavy Commercial to the
north, Industrial to the south, Lake Arthur to the west and the highway to the
immediate east and Single Family in Port Neches beyond that.

RECOMMENDATION:
Planning staff has no objections to this request for a Specific Use Permit. The
distances separating the tower and the nearest residential structures are all much
greater than the height of the tower, so in the worst case scenario, no residences
would be endangered by the tower's falling.

SUMMARY:
This proposed cell tower location appears to meet all the requirements for anear-
perfect tower site because of its relative isolation from any residential structures.
Staff recommends approval of the request.
