RE: P.O. 7037—FY21-22 Budget Amendment Number 2
Introduction: A budget amendment is requested to increase appropriations in the General Fund
by a total of $166,000. $50,000 is requested to increase Administration for the purchase of
furniture for the Emergency Operations Center (EOC) which was budgeted in FY2021 but not
received until FY2022. $50,000 is requested to increase the Civic Center for repairs to the
Armory Building. $66,000 is requested to increase the Health Department to repay funds to
Community Development Block Grant(CDBG) for unallowed expenditures.
Background: The FY 21-22 budget was approved on September 14, 2021. This is the second
amendment requested for this budget year.
Budget Impact: The above requests will increase the appropriation and decrease the ending
fund balance in the General Fund by $166,000.
Recommendation: The attached Proposed Ordinance No.7037 amends the budget to provide
sufficient funding in the General Fund and we recommend that the City Council approve it as
presented.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY
OF PORT ARTHUR BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1,2021 AND ENDING SEPTEMBER 30,
2022 BY$166,000 FOR THE GENERAL FUND.
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code; and
WHEREAS, on September 14, 2021, the City Council approved and adopted Ordinance 21-64
which appropriated the 2021-2022 budget: and
WHEREAS,on February 1,2022,the City Council approved and adopted Ordinance 22-08 which
amended ordinance 21-64;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following funds/departments Budget be increased(decreased) as shown:
General Fund Administration $50.000
Civic Center 50.000
Health Department 66,000
Section 3. That Section 4 of Ordinance 21-64 is amended to read:
That there be and is hereby appropriated the sum of Eighty-Four Million, Nine Hundred Five
Thousand,Nine Hundred Thirty Eight Dollars ($84,905,938) to the General Fund for the payment of the
Operating Expenses,and necessary Capital Outlay for the City Government for the following Departments
and uses:
