(1~ Passenger Van For The Transit Department.
RECOMMENDATION:
The Transit Department recommends the City Council approve the replacement purchase of
one (1) 2009 Ford E350 XLT fifteen (IS) passenger van for the Transit Department from Sam
Pack's Five Staz Ford of Carrollton, TX. in the amount of $30,403.50.
BACKGROUND:
The purchase of this support equipment will replace Equipment #1141 a 1995 Ford E350 Van
which has surpassed (14 yeazs old) the F.T.A.'s defmition of end of it useful life. Equipment
#1141 was transferred to the Police Department in 2003.
This equipment will be utilizes in the Transit Department to support the fixed route buses and
the Paratransit service.
The Transit Department along with the City's Purchasing Division advertised. for bids in the
Port Arthur News on April 19, 2009 and April 26, 2009. On May 08, 2009 the City received
and opened four (4) bids on the purchase of one (1) fifteen (15) passenger van. The four (4)
bids received were from the following vendors:

Passenger Van For The Transit Department.
BUDGET/FISCAL EFFECT:
Funding for this procurement is provided (80%) under the Federal Transit Administration
(F.T.A.) Temporary Capital Grant #PA5307 in the amount of $24,322.80, in conjunction with
the matching City funds in the amount of $6,080.70. Total F.T.A. Capital Grant funding for
this procurement is $70,000.00. The combined procurement expense will be charged to the
Transit Capital Budget Account: 401-1509-561.93-00 in the amount of $3Q,403.50.
STAFF/EMPLOYEE EFFECT:
No anticipated effect on staffing is expected with this action.
SUMMARY:
The Transit Department recommends the City Council approve the replacement purchase of one
(1) 2009 fifteen (15) passenger van for the Transit Department to Sam Pack's Five Star Ford of
Carrollton, TX. in the amount of $30,403.50. This expense will be charged to the Transit Capital
Budget Account: 401-1509-561.93-00.
