The City Council of the City of Port Arthur met in Special Session on Tuesday, April 7, 2009 at 4:14 p.m. in the City Council Chamber, City Hall, with the following members ~~ ~~ present: Mayor Deloris Bobbie Prince; Councilmembers Elizabeth "Liz" Segler, Martin Flood, Robert E. "Bob" Williamson, and Thomas J. "Tom" Henderson; City Manager Steve Fitrgibbons, City Secretary Terri Hanks and City Attorney Mark T. Sokolow; and Sergeant At Arms Police Lieutenant Kurt Nesbitt. Mayor Pro Tem Jack Chatman, Jr. was absent from the Special Meeting. Councilmember Morris Albright, III arrived during the Executive Session at 4:20 p.m. Councilmember John Beard, Jr. arrived during the Executive Session at 4:37 p.m. Councilmember Dawana K. Wise arrived during the Executive Session at 4:20 p.m. II. *CLOSED MEETING EXECUTIVE SESSION (1) Section 551.071 Government Code - To Discuss With The City Attorney Potential Litigation As It Pertains To Bell Street And Drainage (2) Section 551.087 Government Code - To Discuss Incentives For Commercial, Residential. And Industrial Business Prospects (3) Section 551.071 Government Code - To Discuss With The City Attorney Potential Litigation As To Entergy And Street Lighting (4) Section 551.071 Government Code - To Discuss With The City Attorney His Duties As It Pertains To Reviewing EDC Employment Agreements (5) Section 551.071 Government Code - To Discuss With The City Attorney Potential Litigation With TCEQ As To Vandalism To A Portion Of The City's Sanitary Sewer System In Sabine Pass (6) Section 551.071 Government Code - To Discuss With The City Attorney Potential Litigation As It Pertains To 3510 Lake Arthur Drive (7) Section 551.071 Government Code - To Discuss With The City Attorney Potential Litigation With The Port Arthur Housing Authority As It Pertains To Delinquent Water Utility Bills (8) Section 551.071 Government Code - To Discuss With The City Attorney Potential Litigation With Signal International As It Pertains To Delinquent Water Utility Bills The City Council recessed their Special Meeting at 4:16 p.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their Special Meeting at 5:44 p.m. with the following members present: Mayor Prince; Councilmembers Segler, Albright, Flood, Williamson, Wise and Henderson; City Manager Fitrgibbons, City Secretary Hanks and City Attorney Sokolow; and Sergeant At Arms Chief of Police Blanton. III. ADJOURNMENT OF MEETING Upon the motion of Councilmember Henderson, seconded by Councilmember Williamson and carried unanimously, the City Council adjourned their Special Meeting at 5:45 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
