RECOMMENDATION
The Bob Bowers Civic Center recommends the City Council enter into a contract between the
City of Port Arthur and WillStaff Worldwide of Beaumont, Texas for temporary staffing at the
Robert A. "Bob" Bowers Civic Center. The Civic Center will pay WillStaff Worldwide an
hourly fee of $11.36 per WillStaff Worldwide employee.
BACKGROUND
The Civic Center will, from time to time, need assistance in striking, cleaning and resetting the
building for events that are scheduled on consecutive days. A temporary staffing company is
needed for this task. The Purchasing Division sent out quotes to ten staffing companies. Six
companies responded with WIL.LSTAFF WORLDWIDE of Beaumont, Texas having the lowest
hourly quote per employee.
The Lake Charles Civic Center was contacted and they do recommend WillStaff Worldwide.
The companies responding were:
• WillStaff Worldwide of Beaumont $11.36 per hour
• Diverse Staff, Inc of Port Arthur $12.00 per hour
• Personnel Staffing of Beaumont $12.3 7 per hour
• Eagle-Pro Staffing of Beaumont $13.86 per hour
• Manpower of Beaumont $12.00 per hour
• American Personnel & Temps of Bmt $15.00 per hour
BUDGETARY AND FISCAL EFFECT
A budget amendment of $4500.00 will be needed.
STAFFING EFFECT
Supervision by Civic Center staff will be required anytime WillStaff Worldwide employees are
working at the Civic Center.
SUMMARY
The Bob Bowers Civic Center recommends the City Council enter into a contract between the
City of Port Arthur and WillStaff Worldwide of Beaumont, Texas for temporary staffing at the
Robert A. "Bob" Bowers Civic Center. The Civic Center will pay WillStaff Worldwide an

A RESOLUTION AUTHORIZING A CONTRACT
BETWEEN THE CITY OF PORT ARTHUR AND
WILLSTAFF WORLDWIDE OF BEAUMONT, TEXAS FOR
TEMPORARY STAFFING AT THE ROBERT A. "BOB"
BOWERS CIVIC CENTER.
WHEREAS, periodically the Robert A. "Bob" Bowers Civic Center requires
additional temporary staffing for striking, cleaning and resetting the building when events
are booked on consecutive days; and
WHEREAS, the Purchasing Division sent out quotes to eleven (11) staffing companies;
and
WHEREAS, six (6) temporary staffing companies responded, with Wi1lStaff Inc. also
known as Wi1lStaff Worldwide of Beaumont, Texas having the lowest hourly quote per
employee; and
WHEREAS, Willstaff Worldwide of Beaumont, TX shall provide temporary staffing to
the Civic Center; and
WHEREAS, the Civic Center shall pay Wi1lStaff Worldwide $11.36 per hour per
employee for this service.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions are true and correct;
Section 2. That the City Council of the City of Port Arthur hereby approves
the contract between the City of Port Arthur and WillStaff Worldwide for temporary
staffing at the Robert A. "Bob" Bowers Civic Center.

Section 3. That the City Council deems it is in the best interest of the City to
approve and authorize the City Manager to execute a contract between the City of Port
Arthur and WillStaff, Inc. also known as WillStaff Worldwide for temporary staffing at
the Robert A. "Bob" Bowers Civic Center in substantially the same form as attached
hereto as Exhibit "A".
Sect. ion 4. That the Civic Center Director shall not expend more than $4500
during this fiscal year with additional funding to be provided as to be delineated in the
budget process for the 2009/2010 fiscal year.
Section 5. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.

NONEXCLUSIVE CONTRACT FOR TEMPORARY STAFFING AT
THE BOB BOWERS CIVIC CENTER
THIS AGREEMENT, made this 2nd day of June, 2009 by and between the City of Port
Arthur, a municipal corporation organized under the laws of the State of Texas, hereinafter called
"Owner " or "City "and WILLSTAFF INC. also known as WILLSTAFF WORLDWIDE , a
(n)_ Corporation herein acting by and through Sharon Doucet hereinafter called
"CONTRACTOR ".
WITNESSETH: That for and in consideration of the payments, terms, conditions, and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1) The Contractor agrees to perform all the work as described herein and as also
described in the attached service agreement:
• WillStaff Worldwide shall provide labor to assist Civic Center Staff, under
supervision of designated Civic Center staff member, in striking the Civic
Center:
o Moving, putting away and/or stacking tables
o Moving, putting away and/or stacking chairs
o Moving and/or putting away other Civic Center items or equipment
• Wi1lStaff Worldwide shall provide labor to assist Civic Center Staff, under
supervision of designated Civic Center staff member, in cleaning the Civic
Center:
o Cleaning tables, chairs and/or other Civic Center items or equipment
o Cleaning floors, windows and/or walls and other surfaces
o Cleaning and restocking restrooms
• WillStaff Worldwide shall provide labor to assist Civic Center Staff, under
supervision of designated Civic Center staff member, in resetting the Civic
Center;
o Moving and/or setting up tables
o Moving and/or setting chairs
o Moving and/or setting other Civic Center items or equipment

• Wi1lStaff Worldwide agrees to provide labor at all hours of the day and night.
This might include weekends.
• Wi1lStaff Worldwide agrees to provide labor with little notice of request, as
long as the request is within two hours of needed time of arrival of temporary
employee(s).
• Wi1lStaff Worldwide agrees to provide labor for a work period that may be
longer than 12 hours.
Fees paid by the Civic Center:
• For the labor spelled out above, the Civic Center shall pay WillStaff Worldwide $11.36
per hour per employee.
Brochures
The contractor agrees that the advertised brochure describing its services are true and
correct.
2) This agreement is good from June 2, 2009 to June 2, 2010. The City has the option to renew
the Agreement for one year thereafter. The City can terminate this agreement with 7 days
notice at its convenience. Each party can terminate the contract with 5 days notice for cause.
3) This agreement shall be binding upon all parties hereto and their respective heirs, executors,
administrators, successors and assigns.
4) IN WITNESS WHEREOF, the parties hereto have executed, or caused to be executed by
their duly authorized officials, this Agreement in (2 copies) each of which shall be deemed an
original on the date first written above.

1. WSW wit! provide to Client the services of WSW employees on a temporary basis ("WlilSlaffers") as requested by Client.

7. Client acknowledges and agrees that in the event anon-exempt WiIlStaffer works more than fo

without first executing a Vehicle or Machinery Operator Release Agreement
10. Client will not permit or pose the WiUSfaffer to handle psh, negotiabtes, or other valuables of any kind other than those spedfiplly set forth In WSW's
Order Form. Regardless of the work activities set forth in WSW's Order Form, Client will not permit ar cause the WII15taffer to handle psh, negotiabies,
or other valuables without first executing a Money, Valuables and Securities Release Agreement. WSW will process claims arising from dishonesty or
misconduct of the WiIlStalfer only if such Gaims are reported directly to WSW by Client within five (5} days after discovery of the occurrence. Client wiii
cooperate fully in any investigation and prosecution relating to such claims.
