McMahen, P.E., Director of Public Works P.R. #12164 April 22, 2003 RECO M MEN DA'ri ON I recommend that the City Council approve P.R. No. 12164 that would authorize the City Manager to submit three (3) grant applicaUons to the South East Texas Regional Planning Commission for eligible Congestion Hitigation and Air Quality Projects. BACKGROUND The South East Texas Regional Planning Commission has issued a Special Project Call for Congestion Mitigation and Air Quality projects aimed at reduction in vehicular emissions and improving the environment. Eligible projects include bike trails and sidewalks, signal improvements, other reductions in vehicular queuing, etc. The City has three (3) projects which would meet the eligibility requirements of the CMAQ program, those being the Hike and Bike Trail from Houston Avenue to Gilham Circle ($280,000), the Safe Routes to School sidewalk project that was not funded through TxDOT ($650,000) and the local share of the Highway 365/Spur 93 over pass ($1,120,000). It is recommended that the City Manager be authorized to file grant applications for these three (3) projects with the SETRPC. The City's share of the named projects would be $56,000, $1,300,000 and $224,000 respectively. BUDGETARY/FISCAL EFFECT The City's share of each project would have to be funded by any appropriate means, if funds are not currently available in their entirety. CtP funds for the Hike and Bike Trail will be earmarked for the Barbara Jacket Park improvements, CIP funds are partially available for the local share of the Highway 365/Spur93 overpass project, and no funds are currently available for the Safe Routes to Schools project. STAFFING/EMPLOYEE EFFECT Staff would be required to administer the project funds, which would include the preparation of plans and specifications for the Hike and Bike Trail and Sidewalks projects. Plans for the overpass project are underway by TxDOT and others at this time. P.R. No. 12164 Page #2 SUMMARY I recommend that the City Council approve P.R. A RESOLUTION APPROVING THE CITY MANAGER OF THE CITY OF PORT ARTHUR TO SUBMIT THREE (3) GRANT APPLICATIONS TO THE SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION FOR ELIGIBLE CONGESTION MITIGATION AND AIR QUALITY PRO3ECTS. WHEREAS, the South East Texas Regional Planning Commission (SETRPC) has issued a Special Project Call for Congestion Mitigation and Air Quality (CMAQ) projects aimed at reduction in vehicular emissions and improving the environment; and, WHEREAS, the terms of the grant funding for a project requires the requesUng entity to furnish 20% of the project(s) cost; and, WHEREAS, the City of Port Arthur has three (3) eligible projects that could be considered for funding under the CHAQ program, those being: Hike and Bike Trail - Houston Avenue to Gilham Circle Total Estimated Cost $ 280,000 CMAQ funds (80%) $ 224,000 City funds (20%) $ 56,000 Safe Routes to Schools - Sidewalks Serving Six (6) Schools Total Estimated Cost $ 650,000 CMAQ funds (80%) $ 520,000 City funds {20%) $ 130,000 Local Share of Highway 365/Spur 93 Overpass Total Estimated Cost $1,120,000 CMAQ funds (80%) $ 896,000 City funds (20%) $ 224,000; and, WHEREAS, the completed grant applications, on the forms attached hereto and made a part hereof as Exhibit "A", are due at the SETRPC office by 12:00 noon, Friday, Play :1.6, 2003; now, therefore, BE IT RESOLVED ARTHUR: P.R. No. 12164 Page #2 BY THE CITY COUNCIL OF THE CITY OF PORT THAT the City Manager be and he is hereby authorized to submit on behalf of the City of Port Arthur three (3) grant applications to the SETRPC for CPlAQ funds for the following projects: Hike and Bike Trail $ 280,000 Safe Routes to Schools Sidewalk $ 650,000 Local Share of Highway 365/Spur 93 Overpass $1,120,000; and, THAT funding for the City's 20% share of the projects is available or will be made available, subject to the budget amendment or adoption process in the following amounts: 1. Hike and Bike Trail $ 56,000 2. Safe Routes to Schools Sidewalks $130,000 3. Local Share of Highway 365/Spur 93 Overpass $224,000; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
