RECO M MEN DA'ri ON
I recommend that the City Council approve P.R. No. 12164 that would authorize the
City Manager to submit three (3) grant applicaUons to the South East Texas Regional
Planning Commission for eligible Congestion Hitigation and Air Quality Projects.
BACKGROUND
The South East Texas Regional Planning Commission has issued a Special Project Call
for Congestion Mitigation and Air Quality projects aimed at reduction in vehicular
emissions and improving the environment. Eligible projects include bike trails and
sidewalks, signal improvements, other reductions in vehicular queuing, etc.
The City has three (3) projects which would meet the eligibility requirements of the
CMAQ program, those being the Hike and Bike Trail from Houston Avenue to Gilham
Circle ($280,000), the Safe Routes to School sidewalk project that was not funded
through TxDOT ($650,000) and the local share of the Highway 365/Spur 93 over pass
($1,120,000).
It is recommended that the City Manager be authorized to file grant applications for
these three (3) projects with the SETRPC. The City's share of the named projects
would be $56,000, $1,300,000 and $224,000 respectively.
BUDGETARY/FISCAL EFFECT
The City's share of each project would have to be funded by any appropriate means, if
funds are not currently available in their entirety. CtP funds for the Hike and Bike Trail
will be earmarked for the Barbara Jacket Park improvements, CIP funds are partially
available for the local share of the Highway 365/Spur93 overpass project, and no funds
are currently available for the Safe Routes to Schools project.
STAFFING/EMPLOYEE EFFECT
Staff would be required to administer the project funds, which would include the
preparation of plans and specifications for the Hike and Bike Trail and Sidewalks
projects. Plans for the overpass project are underway by TxDOT and others at this
time.
